Duties and Responsibilities The Secretariat consists of the Office of the Secretary General, five Bureaus, seven Regional Offices, the Finance Branch, the Office of Internal Oversight, and the Ethics Office. The five Bureaus are as follows: the Air Navigation Bureau, the Air Transport Bureau, the Technical Co-operation Bureau, the Legal Affairs and External Relations Bureau, and the Bureau of Administration and Services, which are located at ICAO Headquarters in Montreal. The position is located in the Office of the Secretary General (OSG). The ICAO Transformation Team is an expert team fulfilling Transformational Objective strategic functions on behalf of the Secretary General ensuring that ICAO is Strategically aligned under the Transformational Objective, the Transformation Strategy is executed, and the portfolio of Transformational Output Programmes and Projects are co-ordinated and reported centrally to give an integrated view.

The incumbent carries out her/his mandate by providing expert advice on Transformational Objective strategic functions, supporting the Secretary General and the Head of the ICAO Transformation Team in the planning, co-ordination and management of the programme of work of the Office of the Secretary General, and ensuring appropriate follow up of decisions, including by effectively communicating with ICAO senior managers at headquarters as well as in the Regional Offices. The incumbent acts with minimal supervision, under the overall guidance of and reporting directly to the ICAO Secretary General. S/he exercises initiative in the day-to-day conduct of the work, in line with the guidance provided by the Secretary General on the Transformational Objective and supervises the Transformation Team members.

The Transformation Team ensure the Transformation implementation plan is facilitated and maintained and manages the integrity of the Strategic Operating Model. The Team also provides expert advice, guidance and strategic updates to Transformational Output owners and key stakeholders.

MAJOR DUTIES AND RESPONSIBILITIES Under the guidance and supervision of the Secretary General, achieving the following results:

Function 1 (incl. Expected Results) Continual assessment, advice and steer on the Transformational Objective and Transformational Outputs to ensure effective implementation of the Transformational Strategy, achieving results such as:

  • Approved business plans, cost benefits analyses and prioritization for all Programmes and Projects.
  • Defined and co-ordinated implementation plan for all Transformational Outputs of the Transformational Objective.
  • Well maintained critical path with associated regular status updates.
  • Effective stakeholder engagement and executive level progress updates.

Function 2 (incl. Expected Results) Create, enable and support a functional ICAO Transformation Team to manage the strategic functions within the OSG, achieving results such as:

  • Effective and appropriate team structure, roles, recruitment & onboarding.
  • Adopted governance and risk frameworks and standard operating procedures.
  • Managed funding, budgets and prioritization with clear financial reporting for all Programmes and Projects.
  • Regular and consistent progress and status updates provided to stakeholders enabling effective engagement and communication.
  • Defined and integrated change and programme management.
  • Independent assurance, stress testing and problem resolution.

Function 3 (incl. Expected Results) Create mechanisms to facilitates design and manage integrity of the Strategic Operating Model, achieving results such as:

  • Effective design authority to co-ordinate and approve all elements of the Operating Model.
  • End to end stress testing of process design and (re)-engineering.
  • Effective business partnering with Transformational Output owners and stakeholders.

Function 4 (incl. expected Results) Liaises with Secretariat leadership to ensure a streamlined implementation of Programme and Project outputs, achieving results such as: - Robust communication and engagement strategy. - Inclusion and understanding for stakeholders and colleagues. - The pace of change is actively managed through effective change management.

Function 5 Performs other related duties, as assigned or required to ensure strategic alignment to the Transformational Objective.

Qualifications/special skills Education

Essential A first-level university degree, and work experience/qualification preferably in organizational behavior, business change management or a related field.

Desirable An advanced university degree (Master’s or academic equivalent) in a related field.

Professional experience

Essential

  • Experience in an aviation or UN organization or agency.
  • At least ten years’ experience in a role related to Programme Management, organizational change/transformation or operational assessment, performance monitoring and assessment, internal process reviews and/or audits.
  • Extensive experience of managing or consulting on organizational wide transformation and change programmes.
  • Extensive experience in administration and implementation of strategic or operational (action) plans on a regional or international level.
  • Extensive experience in managing complex stakeholders, effective communications and engagement.
  • Strong demonstrable transformational and business change experience.

Desirable

  • Good understanding of ICAO ways of working and people processes.
  • Prince 2 or equivalent Practitioner’s Certificate.
  • Proficient in Microsoft Office, Microsoft Project, Power BI and graphic design.

    Languages Essential Fluent reading, writing and speaking abilities in English are essential.

Desirable A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

Please note that the monthly rate for Band D varies from CAD$ 11,098 to CAD$ 13,457 Monthly The duration of this assignment is 11 months with possibility of extension.
