Travel to Jakarta, from 6-9 December 2021 (if feasible due to Covid19 crisis and authorized by UNCTAD) to deliver the Hybrid Restitution workshop on e-Commerce and Digital Identity.

Expected duration Proposed dates: from 29 November to 23 December 2021. Effective working time: 19 days

Duties and Responsibilities UNCTAD has been undertaking several activities jointly with the ASEAN Secretariat and with ASEAN countries to assist them in the implementation of the ICT Masterplans 2015 and 2020, as well as the AEC blueprint 2025, which set specific measures to build a digitally enabled regional economy and encourage the development of electronic commerce. The focus was given to regional priorities and CLM countries in three main areas: e-Commerce, e-Commerce and Law Reform and e- Trade Readiness Assessments.

The UNCTAD TrainForTrade programme through the Development Account Project "Leapfrogging skills development in e-Commerce in South-East Asia in the Framework of the 2030 Development Agenda" strengthened capacities of policymakers from selected countries on e-commerce on Digital Identity for Trade and Development. Following up on the project successful implementation in 2018, a new version of the ECommerce component on Digital Identity for Trade and Development (DITD) that includes the latest developments on Trade issue related to Data Protection, cross border data, Digital Trade Agreement and Pandemic Impact to Digital Identity was planned to be delivered for ASEAN countries.

Further to the successful delivery of the online course from 31 May to 9 July 2021 with the participation of 220 (117 women) trainees from 17 countries, the Hybrid Restitution workshop on e-Commerce and Digital Identity, will be organized in Jakarta, from 6-9 December 2021, in cooperation with the Permanent Mission of Indonesia in Geneva and the Ministry of Communications and Informatics of Indonesia,

Under the overall coordination of the Chief of the Human Resources Development Section/TrainForTrade/KDB/DTL, in collaboration with the Chief of ICT Policy Section and the direct supervision of distance learning expert, the incumbent will:

Conduct research and analysis of relevant data on Digital Identity, Data protection and Digital Trade (DIDT) Agreements to prepare the training material to deliver modules on Digital Trade Agreements during the Hybrid Restitution Workshop.

Prepare material (2 sessions of 90 minutes) for the hybrid workshop according to TrainForTrade methodology to ASEAN countries, including linkages with the United Nations Sustainable Development Goals and ensuring neutral language as per United Nations guidelines. The 2 sessions of 90 minutes could include Group exercises to be undertaken during the Hybrid Restitution Workshop.

Deliver and facilitate modules on Digital Identity, Data Protection and Digital Trade Agreements and answer specific questions from participants (2 sessions of 90 minutes) and contribute to the last day session.

Conduct each hybrid session according to TrainForTrade methodology and session planed, ensuring participation from trainees.

Draft inputs for the Final report: Hybrid Restitution Workshop on e-Commerce and Digital Identity.

Qualifications/special skills Skills: Strong knowledge and expertise in eCommerce Law, Digital Identity, International Trade and knowledge of TrainForTrade methodology. Academic Qualifications: An advanced university degree, master, in economics, business administration, economic-law or related field and/or quantitative research relating to digital technologies, consumer protection or an equivalent level of education and specialization in a field relevant to the post. Experience: At least 12 years of international working experience in the area of commercial related issues, ecommerce, cybersecurity, data protection, digital media and experience with ASEAN countries. Experience with international Organizations; drafting reports and providing training courses or capacity building activities. Language: Excellent command of English, both written and oral is required.
