- Master's degree in Social Sciences, Development Studies, Public Health, Social Work, or disability related studies. A PhD is an added advantage.
- Minimum of 8 years of Experience in working with persons with disability and legal frameworks on Disability.
- A good understanding of UN Convention on the rights of persons with Disabilities.
- Previous experience with state party reporting.
- Strong experience in data collection in Government Institutions, (I)NGOs or Development Partners especially, the disability inclusion is required.
- Sound experience in working with different partners including public institutions, Civil Society Organizations and Organizations of Persons with Disabilities.
- Demonstrate a strong understanding of Rwanda’s policies and legal frameworks promoting and protecting persons with disabilities.

Scope of Work:
Context
The Convention on the Rights of Persons with Disabilities (CRPD) is an international human rights convention that sets out the fundamental human rights of persons with disabilities. The purpose of the United Nations Convention on the Rights of Persons with Disabilities (CRPD) is to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities, and to promote respect for their inherent dignity.
It is made up of two documents, the Convention on the Rights of Persons with Disabilities, which contains the main human rights provisions expressed as a series of Articles and the Optional Protocol to the Convention on the Rights of Persons with Disabilities. The CRPD and its Optional Protocol opened for signature on 30 March 2007 and Rwanda ratified both the convention and its optional protocols on December 15, 2008.
Article 35 of the UNCRPD stipulates that “Each State Party shall submit to the Committee, through the Secretary-General of the United Nations, a comprehensive report on measures taken to give effect to its obligations under the present Convention and on the progress made in that regard, within two years after the entry into force of the present Convention for the State Party concerned. Thereafter, States Parties shall submit subsequent reports at least every four years and further whenever the Committee so requests. The Committee shall decide any guidelines applicable to the content of the reports. In general, A State Party which has submitted a comprehensive initial report to the Committee need not, in its subsequent reports, repeat information previously provided. When preparing reports to the Committee, States Parties are invited to consider doing so in an open and transparent process and to give due consideration to the provision set out in article 4, paragraph 3, of the Convention. Reports may indicate factors and difficulties affecting the degree of fulfilment of obligations under the present Convention.
In line with the implementation of article 35, the Government of Rwanda through the National Council of Persons with Disabilities developed the initial report on the implementation of the United Nations Convention on the rights of Persons with Disabilities and after being approved by the cabinet, it was submitted to the Office of Human Right Council in Geneva on April 24, 2015 (CRPD/C/RWA/1). This report was reviewed by the Committee on the Rights of Persons with Disabilities in its Twenty-first session held on 11 March–5 April 2019 and the Committee submitted the concluding observations on the initial report from Rwanda.
Rationale
In the last review session held in 2019, the committee recommended Rwanda to further submit a combined second and third (CRPD/C/RWA/2-3) by 14 January 2023 to communicate on progress on the implementation of the 2015 review session concluding observations and recommendations. This consultancy seeks to outsource suitable technical assistance to support NCPD in drafting of the consolidated period report.
Purpose of Activity/Assignment:
The main objective of the consultancy is to support the National Council for Persons with Disabilities (NCPD) to draft and finalize the periodic report, by undertaking all necessary steps to gather necessary data on the implementation of UNCRPD and assess the progress since the last report that was adopted in 2019. Specifically, the consultant will:
- Conduct a desk review of the laws and policies enabling the inclusion of adults and children with disabilities.
- Collect data and reports on the progress of the implementation of the UNCRPD articles after the submission of the initial report that was adopted in 2019 based on recommendations/observations.
- Draft the consolidated report and submit to NCPD Executive Secretary for review.
- Submit hard and soft copies of the final report after incorporating all comments and validation by NCPD.
Work Assignment Overview
Tasks/Milestone:
- Produce a brief inception report (not more than 5 pages) to share the methodology, list of KII, laws and documents to be reviewed, and the timelines.
- Conduct desk review of relevant documents, structured interviews, including in the field, information, and analysis. Prepare the 1st draft report
- Prepare a PowerPoint presentation and facilitate the technical review sessions.
- Capture inputs from the review meeting and incorporate into the draft report and submit the 2nd draft report for the final review
- Review and finalize the report.
- Submit the final report in both hard and soft copy
Deliverables/Outputs:
- Complete and submit the inception reports by the 15th October 2022.
- Finalize the 1st draft report by the 20th October, 2022
- Prepare and submit PowerPoint presentation by the 25th October, 2022.
- Finalize 2nd draft report by the End of October 2022
- Finalize and submit the final report by the End of November 2022

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
