Finalize Bihar's draft SAPCC and develop climate strategy

You have:

  • An advanced university degree in economics or law with a focus on environment and climate change or related fields such as environmental science with relevant research experience.
  • A minimum of fifteen (15) years of demonstrated relevant professional experience, with a clear understanding of SAPCCs, low carbon development pathways and policy framework in India.
  • Domain knowledge in mitigation, adaptation and resilience.
  • Excellent demonstrated research and analytical skills.
  • Good writing and communication skills.
  • Professional or voluntary experience within the United Nations system will be an added advantage.
  • Fluency in English is required; knowledge of another UN language is an advantage; knowledge of Hindi is desirable.

Result of Service- Finalizing Bihar’s draft SAPCC in conjunction with the Department of Environment, Forest and Climate Change, Government of Bihar - Providing inputs into the draft strategy for a climate resilient and low carbon development pathway for Bihar - Drafting of select chapters of the strategy (executive summary and conclusion) - Developing a capacity building strategy for the prioritized actions and recommendations in the strategy - [This will be a part-time contract, requiring the consultant to contribute 10 days per month towards this role]

Outputs 1: Finalizing Bihar’s draft SAPCC in conjunction with the Department of Environment, Forest and Climate Change (DEFCC), Government of Bihar. Deliverables: a. Draft SAPCC reviewed and comments provided b. Participation in stakeholder consultations organized by DEFCC, Bihar to get feedback and provide final comments c. SAPCC finalized

Outputs 2: Providing relevant inputs into the draft strategy for a climate resilient and low carbon development pathway for Bihar. Deliverables: a. Inputs provided into the draft strategy document as and when required, especially in terms of aligning it with the SAPCC. b. Strategy reviewed and comments provided c. Final strategy document submitted

Outputs 3: Drafting of select chapters of the strategy (executive summary and conclusion) Deliverables: a. Draft conclusion chapter prepared b. Draft executive summary chapter prepared

Outputs 4: Developing a capacity building strategy for the prioritized actions and recommendations in the SAPCC. Deliverables: a. Report prepared on assessment of capacity building needs along with identification of gaps based on stakeholder consultations conducted b. Capacity building strategy prepared for relevant line departments and other concerned stakeholders in order to bolster the prioritized actions and recommendations in the strategy.

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's mission is to provide leadership and foster partnership in caring for the environment by inspiring, informing, and enabling nations and people to improve their quality of life without compromising that of future generations. UNEP is mandated to address climate change, as a priority area of its 2018-2021 Medium Term Strategy (MTS).

UNEP recognizes India's important role in achieving global climate and sustainability goals and aims to strengthen its work on climate change in India. As part of this, UNEP will promote a better understanding of the scale and urgency of the global challenge in India and work with major stakeholders, state and non-state, according to their diverse roles and influence in society, to support climate change mitigation and adaptation at the national and sub-national levels, including through sectorial and macro development strategy and policy frameworks.

Given the range and scale of issues and comparative advantages, UNEP prioritizes its engagement in alignment with the objectives of the national and select state governments, in order to achieve maximum impact in the most effective and efficient manner. Priority areas include, particularly hard to abate sectors, inter alia, energy, urban mobility and cooling; agriculture, industrial processes and waste management, and will include adaptation and resilience, extreme events, and cross-cutting issues such as climate finance.

In this regard, UNEP is also supporting some States/Union territories to revise their Action Plans on Climate Change and is working with the State of Bihar to develop its strategy for a climate resilient and low carbon development pathway. To accomplish its objectives, UNEP India is seeking an expert in the domain of climate change to foster supportive and informed discourse and prioritization of climate action among stakeholders in India.

The objective is to coordinate and develop the State Action Plan on Climate Change (SAPCC) in Bihar and provide inputs on the strategy for a climate resilient and low carbon development pathway for the State. The role would require the consultant to finalize the SAPCC for the State in conjunction with the Department of Environment, Forest and Climate Change, Government of Bihar. The consultant would also conduct an intensive review of the draft strategy document for a low carbon and climate resilient pathway for Bihar and provide detailed inputs along with drafting of the summary and conclusion. The consultant also needs to ensure that the recommendations in the SAPCC align with the milestones of the draft strategy for a climate resilient and low carbon development pathway for the state of Bihar.
