Program Brief

Founded in 1933, International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.

IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Through 2018, the IRC’s response strategy is primarily targeting Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC is growing its programming to cover education and livelihoods/DRR, as well as its geographic footprint in the host community and to other parts of the country.

Purpose of the Role

IRC with the partnership of Concern Worldwide is going to implement a three years multi sector consortium project with financial support of Bureau of Population Refugee and Migration (BPRM) to deliver Health, Nutrition & Food Security, and Protection services for Rohingya Refugees and the vulnerable host communities in Cox’s Bazar, Bangladesh. The project aims to directly benefit over 244,000 people while over 67,000 people are expected to be benefitted indirectly over a period of three years.

Under the technical guidance and supervision of Consortium Coordinator, the Senior Consortium Manager-Outreach and Training will be responsible for overall community outreach and training activities integrated with all components of the program. Additionally, s/he will be responsible for other related works of Social and Behavior Change Communication (SBCC).

Highlights of Key Responsibilities

Training:

- Conduct training need assessment, develop training module, design engaging and effective training session and training materials (including syllabus, course structures, session plans and hand out/toolkit materials), evaluate improvement of communication skills for training & communication. - Provide mentoring support to the staff of partner agencies to effective transfer of knowledge on community engagement and create trainers pool from partner organizations & provide ToT on community engagement along with interpersonal communication. - Facilitate training/ToT on Community engagement and accountability (AAP), Interpersonal communication (IPC) for effective community engagement, listening group formation and facilitation technique and take necessary initiatives to other capacity enhancement related tasks for consortium partners.

SBCC:

- Develop combined SBCC approach for the consortium and provide training/ToT on SBCC approach to PC/Supervisors/Officers. - Conduct need assessment to identify the need of community facing contents in the communities and provide necessary technical support to develop the SBCC materials.

Outreach:

- Prepare a comprehensive outreach plan for both host and FDMN communities, ensure proper implementation of the outreach activities (deliverables are on track, on time and to the required quality standard). - Manage the design of community engagement and accountability strategies, systems, and processes for using across the response. - Maintain regular communication and liaison with partner organizations (consortium and local partners) and work with partners to identify key engagement and accountability needs and gaps. - Mentor personnel from partner organizations, ensuring that they receive the support they need as they roll out community engagement and accountability activities at community level. - Work closely with teams across consortium partners to ensure that communication with partners is planned, coordinated and effective. - Take lead of outreach mapping and planning for listening group for partners & provide technical support to form and run new listening groups. - Lead the process to collect, analysis and share community feedback through listening groups & Provide technical support to close the loop of feedback.

Research:

- Provide technical support for Explorative research to identify community concerns and information gaps and support to develop and update the SBCC materials and information dissemination strategies based on the research recommendations. - Provide technical support to conduct evaluation study on listening groups activities and relevant community engagement activities. This study will evaluate the changes of knowledge level of community people due to intervention of listening group activities in the communities. - Moreover, provide technical support to baseline, midline and endline evaluation study, impact of listening group using audiovisual contents, impact of SBCC approach in consortium, impact of AAP mainstreaming among consortium partners.

AAP (Accountability to Affected Populations):

- Facilitate training about AAP minimum standard guideline and AAP assessment checklist and roll-out for PCs/Supervisors/Officers of consortium partners. - Develop AAP mainstreaming action plan for consortium partners [Organization wise] - Provide mentoring support for AAP action plan implementation. - Assess the AAP status of each partner agency quarterly using the developed AAP assessment tools.

Deliverables

- Organize and conduct training programs with all consortium partners. - Field visit at least 60% of the assignment time. - Undertake other related duties as may reasonably be assigned by the Consortium Coordinator. - Develop community facing contents as per the program requirements. - Develop AAP guidelines and mainstreaming action plan. - Develop combined SBCC approach. - Support research activities on community concerns.

Qualifications

- Minimum 5 years’ experience working in humanitarian/development contexts. - Minimum of 3 years’ experience on SBCC approach. - Experience on training need assessment, module development and training facilitation. - Experience of working on large scale, complex, multi-sector programmers (preferably health, nutrition, protection) in both emergency and/ fragile contexts and developing project. - Experience on Accountability to Affected Population mechanism. - Excellent analytical and writing skills, with proven ability to produce various reports in English language. - Experience leading and managing staff. - Previous experience of working in a consortium structure will be an advantage. - Experience of working with US grants preferably BPRM will be an advantage. - Excellent communication and facilitation skills. - Excellent problem solving skills, and demonstrated ability to handle pressure and improve. - Excellent English and Bangla language communication skills, both written and verbal. - Excellent command over MS office. - Strong commitment to IRC’s mission, purpose and values.

Specific Educational Qualification

- University degree in Social Science/Development Studies/Anthropology or Economics.

Advanced degree preferred.

Professional Degree/ Certification

- Certification in Project Management an added advantage.
