Org. Setting and Reporting This position is located in Bogota, in the Office of the SRSG of the United Nations Verification Mission in Colombia. The Senior Conduct and Discipline Officer reports to the Special Representative of the Secretary-General, through the Chief of Staff.

Responsibilities Within delegated authority, the Senior Conduct and Discipline Officer will be responsible for the following duties:

- Provides strategic guidance and advice to the Mission leadership, and the Head of Mission in particular, on addressing the full range of conduct and discipline issues pertaining to the mission's civilian, military and police personnel, and on planning and managing the implementation of the conduct and discipline programme and related activities.

- Provides strategic vision, guidance, leadership to and overall management of the Conduct and Disciple Team (CDT) and its staff; formulates and directs the implementation of the work programme; oversees and coordinates programmed activities, including prevention, enforcement and remedial action for misconduct by UN personnel, and other initiatives; ensuring appropriate coordination and integration with the mission's general mandate, and with all its components and other UN entities; provides programmatic/substantive reviews of work and draft reports prepared by others. - - Liaises with the UN's Office of Internal Oversight Services (OIOS), and relevant investigations entities such as the Special Investigation Unit (SIU), and other UN entities within the Mission and UNHQ, as well as with the United Nations Country Team (Agencies, Funds and Programmes), NGOs etc., operating within the mission area, and ensures effective coordination of activities on conduct and discipline, including prevention of sexual exploitation and abuse victim assistance programme.

- Ensures the development and implementation of awareness building and preventive programmes, as well as of effective measures/systems to detect personnel and observers’ misconduct, to ensure compliance with UN standards of conduct and to monitor and evaluate all forms of misconduct for all categories of UN personnel.

- Provides guidance on the implementation of the training strategy and training activities on the prevention of sexual exploitation and abuse and other forms of misconduct at the mission level. - Contributes to the development and implementation of public information and community outreach measures on conduct and discipline issues.

-Oversees input for the Secretary-General's reports to the Security Council on conduct and discipline-related activities of the mission, as well as briefings to the Security Council and other such documents.

- Analyzes implications of emerging issues/trends, conduct risk assessments and formulates recommendations on possible strategies and measures to address them.

- Participates in meetings within and external to the mission, providing substantive expertise; may serve on committees concerned with conduct and discipline issues, as relevant.

- Leads and supervises the organization of meetings, seminars, etc. on substantive issues related to conduct and discipline; manages the substantive preparation and organization of such meetings or seminars.

- Oversees the CDT outputs to ensure that products meet UN high-quality standards, that reports are clear, objective and based on comprehensive data and that they comply with the relevant mandates. - Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the unit, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance, interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.

- Recommends candidates for recruitment, taking due account of gender and geographical balance.

- Manages, guides, develops, and trains staff under his/her supervision.

- Fosters teamwork and communication among staff in the unit and across organizational boundaries.

- Performs other duties as required.

Competencies PROFESSIONALISM: Expert knowledge of conduct and discipline issues in general and in the specific areas being supervised, and their relationship and linkages to the broader post-conflict recovery framework and initiatives. Demonstrated in-depth understanding of peacekeeping operations generally and issues affecting personnel, human rights and legal issues more specifically. Substantial and diverse experience in all facets of the job. Ability to communicate CDT’s goals in the context of the mission’s strategic direction and to partner with civil society and relevant officials in the host country. Ability to transform mandate objectives into a results-oriented work programme and manage the same. Demonstrated capacity for intellectual leadership; conceptual and strategic analytical capacity; and ability to thoroughly analyze and evaluate critical matters pertaining to a broad spectrum of conduct and discipline issues/problems. Strong negotiating skills and ability to influence others to reach agreement on difficult issues. Ability to produce reports and papers on technical issues and to review and edit the work of others. Knowledge of institutional mandates, policies and guidelines related to conduct and discipline and seasoned knowledge of the institutions of the UN system. Education Advanced university degree (Master's degree or equivalent) in Law, Social Sciences, Human Rights, Public Administration or Human Resources Management is required. A first level university degree in combination with an additional two (2) years qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible professional experience in the field of policy, conduct and discipline, human resources, law, personnel dispute resolution processes, or management. Experience in information analysis and problem solving in administration or legal contexts in large organizations is required. Practical experience in conduct and discipline issues in conflict and post-conflict field operations in United Nations (including UN peacekeeping political missions, agencies, fund and programmes) or similar international or non-governmental organization(s) is desirable. Experience with the application of UN rules and regulations related to conduct and discipline is also desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Spanish is required.
