Job Description

The Senior Community-based Protection (SCBP) Officer will be responsible for the overall implementation of activities at the Community Development Center in Aarsal, according to strategy, proposal and plan, as well as, supervising the running of Kiosk (Khadamati) services as per the responsibilities listed below. The SCBP officer will also be responsible for providing direct support for the implementation of the Refugee Outreach Volunteer ROV program in Arsal. This will include coordination of trainings and capacity building, as well as day-to-day support and guidance for the ROVs, in collaboration with UNHCR counterparts. The SCBP officer will be directly supervising a team of 2 CBP assistants and responsible for providing them with direct technical support and capacity building exercises. The SCBP officer will report to the Senior Protection Manager of North Bekaa.

Major Responsibilities:

- Initiate, implement, and evaluate activities and sessions in Arsal and at North Bekaa including (Awareness sessions, Skills Trainings, Life Skills sessions, Recreational activities, Community Initiatives, Community events, and other relevant CDC activities). - Supervise the running of kiosk services related to the CDC (outreach, accessibility, troubleshooting and technical support and monitoring and evaluation) and provide administrative, logistical, and operational support to ensure on proper functioning. - Provide direct supervision and support to 2 CBP Assistants in the performance of their respective duties and ensure the efficient functioning of the project. - Provide technical support and capacity building for team members, through; the development of individual work plans, yearly performance reviews, approve and manage all leave requests to ensure adequate coverage. - Recruit, train, manage and coach the Refugee Outreach Volunteers. - Coordinate the activities of the ROVs through regular follow up and regular bi-weekly meetings. - Provide the volunteers with on-going capacity buildings and organize trainings for them in coordination with UNHCR and IRC’s Protection Team Leaders. - Supervise community groups in the Aarsal community and provide them with on-going capacity buildings and trainings in coordination with UNHCR, IRC’s Protection Team Leaders and other Protection sectors. - Increase community awareness, mobilization, enrolment, and engagement in CDC activities (through disseminating information, coordination meetings with other departments and actors, media communication, field visits, etc). - Coordinate closely with Psychologist to ensure on quality implementation of activities including the usage of proper technical tools and materials. - Coordinate closely with the Referral Officer, Psychologist, Protection Monitoring Officer, and Senior Case Management Officer in internal referrals for persons of concern and participants in the CDC. - Coordinate closely with the Senior M&E Officer to keep track of targets related to the CDC activities. - Act as a focal point for receiving and following up protection referrals identified by the community groups. - Handle all administrative and financial matters related to the direct reports and the CDC (Procurement, logistics). - Lead FGDs with beneficiaries to identify activities needed for the CDC on a continuous basis. - Perform other duties, as needed or requested by the supervisor.

Qualifications

- At least three years of prior professional experience in a similar post with NGO. - Strong team management experience. - Good protection background and knowledge of refugee context. - Experience in managing community centers.

Education: Bachelor/Degree in Social work or related field.

Language Skills: Fluency in Arabic required, ability to communicate and write clearly in English required.

Working Environment: Located in Zahle with frequent visits to Arsal, the working environment will be Office-based (50%), with field work (50%).
