BACKGROUND

Purpose of Activity/Assignment:

With its field presence in hard-to-reach areas, UNICEF supports climate-resilient, low-carbon services for all children. These efforts are among the best investments for protecting vulnerable children in communities most at risk from climate change and compounded risks. Climate finance must be urgently scaled up and made more effective for children and young people. The consultant’s responsibilities include: 1) evaluating UNICEF’s existing capacity to secure climate financing and execute climate-related projects and suggesting a tailored business model that allows UNICEF to enhance its delivery capabilities; 2) identifying potential partnerships for climate financing; and 3) supporting UNICEF’s capacity development and engagement at all levels, with a focus on securing climate financing and implementing climate-related interventions.

Scope of Work: (full TOR available)

1. Assess and create solutions for UNICEF’s capacity to identify and implement climate finance projects

2. Identify potential partnerships for climate finance projects and determine legal, financial, etc. requirements. Develop business cases in 6 of UNICEF’s key programme sectors (Health, Education, child protection, Nutrition, Social Policy and Water, Sanitation and Hygiene (WASH)).

3. Support UNICEF capacity development and engagement in climate finance at all levels.

Deliverable 1: A report identifying internal mechanisms, bottlenecks, and resources (human, legal, financial) at various organizational levels (HQ, regional, country), along with recommendations for improvement. - Sept 30th, 2023

Qualifications

(1) Education

Master's in climate change, finance, international development, sustainable development, environmental management, or other related discipline

(2) Work experience

  • 12+ years of experience in climate finance, climate change projects, disaster risk reduction (DRR), resilience, social policy, or other related disciplines.
  • Track record of developing at least 2 approved climate finance proposals,
  • Expertise in financial instruments used to address climate change and disaster risks
  • Expertise in private sector engagement strategies in climate finance, including working with businesses and investors to develop and implement climate-related projects.
  • Proven track record of effectively communicating complex climate finance concepts and strategies to senior executives,

(3) Competencies

  • Strong writing and communication skills, with the ability to effectively communicate complex climate finance concepts and proposals, both in writing and verbally.

  • Financial proposal that will include:

  • Costs for each deliverable and total all-inclusive (lump sum) fees for the whole assignment.

  • Travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR
  • Any other estimated costs: visa, health insurance, and living costs as applicable.
  • Indicate your availability

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Remarks:

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
