Result of Service
Tangible and measurable outputs of the work assignment: 1. Prepare two specialized protocols on: (1) sexual and gender-based crimes (SGBC); and (2) crimes against and affecting children (CAAC) that integrate survivor-centered and trauma-informed approaches and apply gender, intersectional, and child lenses. 2. Prepare an analytical report on CAAC committed in Myanmar, pre-and post-coup, that applies a child lens to all crimes. 3. Provide on-the-job mentorship to Mechanism lawyers and investigators by sitting as an observer during at least twelve screenings and/or interviews on SGBC and/or CAAC and providing expert advice, guidance, and recommendations; 4. Deliver and/or organize at least four trainings to Mechanism personnel on techniques to implement survivor-centered and child friendly approaches; 5. Participate in at least three Mechanism outreach events to facilitate specific discussions relating to CAAC and/or SGBC. Monitor and evaluate the Mechanism’s mainstreaming of SGBC, CAAC, and gender and intersectional approaches throughout all aspects of its work and prepare an assessment report with concrete recommendations on how to enhance mainstreaming.

Duties and Responsibilities
The Independent Investigative Mechanism for Myanmar (“Mechanism”) was established by the Human Rights Council in its resolution 39/2 dated 27 September 2018 to: (1) collect, consolidate, preserve and analyse evidence of the most serious international crimes and violations of international law committed in Myanmar since 2011; and (2) prepare files in order to facilitate and expedite fair and independent criminal proceedings in national, regional or international courts or tribunals. The Senior CAAC/SGBC Consultant will be responsible for providing specialized and technical advice to Mechanism personnel to ensure that CAAC, SGBC as well as gender, intersectional, and child perspectives are mainstreamed throughout all aspects of the Mechanism’s work. In particular, the Senior CAAC/SGBC Consultant will be responsible for the following duties: - undertaking the drafting of specialized protocols and reports outlined in the “Results of Service” above; - engaging in specific practical duties in order to monitor, and evaluate the Mechanism’s work and produce the necessary outputs; - providing specific guidance and assistance on the review of incoming witness and documentary evidence packages to ascertain that SGBC and CAAC evidence and information is identified, categorized and analyzed correctly in the context of specific IIMM investigative lines of inquiry; and - providing on-the-job expert advice and mentoring to Mechanism personnel on interactions and work product involving CAAC and/or SGBC.
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in law. A minimum of ten years of progressively responsible professional experience in international criminal law at either the international or domestic level including a minimum of seven years working in criminal proceedings on issues pertaining to SGBC, is required. A minimum of five years working on criminal investigation/proceedings related to CAAC is desirable; and A minimum of two years of experience working on human rights or criminal law issues related to CAAC and/or SGBC committed in Myanmar is desirable.
Languages
For this consultancy fluency in English is required. Fluency in Burmese is desirable.
