The incumbent of this post reports to the Head, Enterprise Business Solutions.

Responsibilities - Manages the information management and technology (IMT) portfolio for the assigned department and works closely with business counterparts in defining their IMT roadmap along with cost estimates to support the prioritization of technology investments in the Agency;

  • Provides management and direction for the portfolio of projects and activities within the assigned work stream, including development of appropriate strategies for achieving project goals; oversight and management of all projects; quality assurance of key project deliverables and outputs; management of change requests within the functional area(s); review and management of risks and issues, including escalating where required; and supporting staff with work assignments in the work stream to enable effective and efficient delivery;

  • Leads the implementation of IMT projects in line with the relevant project management frameworks used in IMTD ensuring that projects are completed on schedule and resources are effectively utilized while maintaining high quality deliverables;

  • Develops detailed project plans to manage assigned large or medium scale projects that s/he is responsible for (based on assigned departments) and undertake. day-to-day management of the project(s);

  • Leads the provision of support and maintenance of IMT systems in coordination with technical teams and/or external service providers, delving into Problem Management when necessary to address issues and proposing remediation along with detective and preventative controls as needed. Reports as necessary on vendor performance and quality of deliverables;

  • Leads the provision of in-depth and comprehensive business analysis, including business process management, and documentation to ensure that operational requirements are reflected in the Agency’s relevant IMT systems;

  • Maintains business relationships with assigned departments and closely collaborates with business counterparts in fund-raising activities such as proposal development effectively articulating how required information management and technology systems address departmental needs and enhance opportunities for improvement and operational efficiencies in the Agency;

  • Champions compliance to IMT policies, frameworks and standards, UN best practices and industry standards as well as relevant technical guidelines, conducting training to business counterparts and assigned team members as required;

  • Ensures IMT systems are delivered in line with defined quality standards through active participation in relevant quality assurance activities and conducts trainings aided with well-prepared training materials, and user and instruction manuals;

Education - Advanced university degree (Master’s or equivalent) from an accredited educational institution in information technology, information management, computer science, business administration, or other related discipline;

  • Formal training in business analysis, and/or application or software development.

  • Certification in Project Management (Prince2, PMI, Prince2 Agile, PMI Agile Certified Practitioner) or three years' experience in project managing the delivery of IT systems.

    Job - Specific Qualification Certification in Project Management (Prince2, PMI, Prince2 Agile, PMI Agile Certified Practitioner) or three years' experience in project managing the delivery of IT systems is required.

    Formal training in business analysis, and/or application or software development is required.

    Work Experience At least seven years of progressively responsible professional relevant experience in the area of information systems and software applications development and implementation, data analysis and reporting is required.

    Experience in implementing IT solutions in humanitarian and development contexts, or in areas of accounting, financial management, supply chain management, payroll and human resources management, population registration, education, health, relief, social services, administrative support is required.

    Advanced university degree (Master’s or equivalent) from an accredited educational institution in information technology, information management, computer science, business administration, or other related discipline is required.

    Report writing and knowledge of reporting tools (PowerBI, Crystal Reports, SQL Reporting Services, etc.) is desirable.

    Experience in wireframe design is desirable.

    Knowledge or experience in Office 365 and/or SharePoint Online is desirable.

    Knowledge or experience in implementing Enterprise Resource Planning (ERPs) Systems such as SAP, Oracle, or Workday or other enterprise systems related to the business domain; is desirable.

    Knowledge or experience of Microsoft DevOps and BMC Helix or similar collaborative software development tools and IT service management tools is desirable.

    Special Notice Type of Contract: Limited Duration Contract (LDC), Band G

The Limited Duration Contract applies to external candidates and UNRWA internal candidates on LDC. Duration of Contract: 1 year (Renewable upon availability of Funds, satisfactory performance and continuing need). Grade & Salary: LDC - Band G; monthly basic salary ranges $ 2,216.50

Other Benefits: Other benefits include compulsory medical insurance, 30 days of annual leave pro-rated to the duration of the contract where less than one year, and family allowance (if applicable).
