UNICEF Malawi Country Programme (2019-2023) is aligned with the Government of Malawi’s Growth and Development Strategy (MDGS III) and the United Nations Sustainable Development and Coordination Framework (UNSDCF). The programme supports the Government of Malawi to meet its commitment to respect, protect and fulfil children’s rights in line with international conventions and standards. The country programme is guided by the principles of children’s rights, equity, gender equality, inclusion and resilience, and supports evidence-based, integrative and innovative programming. The vision is that ‘all girls and boys in Malawi, especially the most disadvantaged and deprived, realize their rights’. The programme focuses on: early childhood (parenting, high-impact social services, early stimulation and learning), middle childhood and adolescence (learning, multi-sectoral services, active citizenship), communities (decentralized services and systems, community ownership, social norms), programme effectiveness (monitoring, evaluation, HACT, Innovation, Social Protection and Social Policy and External Communication. The programme is based on ‘leaving no child behind’, realizing ‘rights for all children in Malawi’.

Under the programme effectiveness outcome for the UNICEF Malawi Country Programme (2019-2023), the Programme Planning and Monitoring (PPM) section provides guidance, tools and resources to effectively design, coordinate and manage the country programme. It uses an integrated approach to risk-informed programme planning, budgeting, monitoring, reporting and quality assurance for results for children to further strengthen synergies between the different functions and the capacity of the Country Office and as the Senior Budget Associate, you will play a critical role in supporting the budget management function.

The Malawi Country Office offers an exciting and rewarding career opportunity for you to join our dynamic Programme Planning and Monitoring team as Senior Budget Associate where you will be responsible for preparation, reporting, monitoring, and control of the budget, involving several different sources of funds and programmes; payroll cost distributions; funds management and management of donor (PBA) Programme Budget Allotment files. Your expertise in the provision of specialized activities pertaining to programme budgets, grants and financial reporting will be of great advantage to the team. You will furthermore support the team’s commitment to financial integrity by acting as a responsive service provider with a focus on results that are driven by UNICEF’s mission and values.

In your role, you will report to and be under the overall guidance and supervision of the Programme Budget Specialist.

To qualify as an advocate for every child you will have…

Education:

  • Completion of secondary education. Additional training in Accounting, Finance or Business Administration

Experience:

  • A minimum of seven years of relevant professional work experience is required in budget, finance and accounting activities
  • Experience working in a developing country is considered as a strong asset
  • Background and/or familiarity with emergency is considered as an asset

Technical knowledge and skills:

  • Knowledge of automated budgeting and accounting systems is desirable
  • Budget preparation and implementation processes in the organisation is desirable

Language:

  • Fluency in English and Chichewa, both strong verbal and written skills, is essential.
