The overarching strategic goal of UNICEF’s Information and Communication Technology Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally, through the use of innovative technology-enabled solutions.

The Senior Budget Associate will work as part of the Operations structure in ICTD Digital Core, Valencia, and will report to the Finance Specialist. The incumbent will help to ensure the effective and efficient use of UNICEF’s Resources for their intended purposes and results through the application of Results Based Budgeting (RBB).

How can you make a difference?

Under the guidance and direct supervision of the Finance Specialist, the Senior Budget Associate ensures high quality, accuracy and results focus of the ICTD budget consistent with UNICEF financial rules and regulations, and relevant policies and procedures. The incumbent will assist in the preparation, implementation, and monitoring of all cost classification categories such as post, non-post, maintenance and enhancements, centrally managed and capital investment budgets.

Key responsibilities:

  • Support to Preparation and Planning of Budget:

  • Assistance in information-gathering for budget preparation. Prepare detailed cost estimates, participate in budget analysis, and support preparation of unit/sections budgets as required.

  • Assist in maintaining accurate systems of record for costing annual work plans and Office Management Plans (OMP).
  • Participate in quadrennial and mid-term review of integrated budgets and ensure that ICTD post and financial proposals are entered in the budget formulation tool and VISION (SAP) to accurately reflect management decisions
  • Coordinate the divisional staff mapping to results and funding sources

  • Support to Budget Implementation and Review:

  • In close coordination with the Finance Specialist, the incumbent manages the budget to ensure that objectives stipulated early in the fiscal year are realized for smooth operations of the division.

  • Support to Budget Monitoring Oversight and Reporting:

  • Assist in preparation of budget performance reports, analyzing variances between approved budgets and actual expenditures.

  • Monitor and support the projects budget for any over/under expenditures and advice on necessary corrective actions.
  • Monitor on a weekly basis financial commitments and travel in Dashboard and alert the Operation Manager and concerned staff on immediate actions to follow. Ensure that travel is executed within the new organizational guidelines.
  • Carry out assigned tasks associated with monthly closures and year-end closures according to internal and DFAM’s guidelines.
  • Support ad-hoc budgetary expenditure analyses, including audit queries; propose enhancements to existing reports and tools as needed

  • Capacity Building for effective budget management:

  • Facilitate knowledge sharing and dissemination of information with staff and stakeholders as it relates to the areas of responsibility.

To qualify as a champion for every child you will have…

Academic Degrees:

  • Completion of secondary education supplemented by university courses related to budget administration, finance and/or any other relevant area of work.
  • University degree will be considered an asset.

Professional Experience:

  • A minimum of seven (7) years of professional work experience in budget administration, finance and/or any other relevant function.
  • Strong knowledge of ERP (SAP) and MS Office Suite (Outlook, PowerPoint, Excel, Word, SharePoint).

Desirable Skills:

  • Understanding of UN or UNICEF Financial and Administrative policies and procedures.
  • Good understanding of the principles of IPSAS.
  • Strong verbal, written and interpersonal communication skills.

Language Requirements:

  • Fluency of English and Spanish is required. Knowledge of another official UN language (Arabic, Chinese, French or Russian) is an asset.
