Org. Setting and Reporting This position is located in the Risk Management and Compensation Section of the Financial Risk Management Service, in the Finance Division of the Office of Programme Planning, Finance and Budget (OPPFB) in the Department of Management Strategy, Policy and Compliance (DMSPC).The Senior Benefits Assistant reports to the unit chief.

The Risk Management and Compensation Section is responsible for management and coordination of property and liability insurance activities, including the study of alternative insurance plan structures, providing advice on insurance terms and secretariat services to the Advisory Board on Compensation Claims and the United Nations Claims Board.

Responsibilities Within delegated authority, the Senior Benefits Assistant will be responsible for the following duties:

Claims: - Serves as the focal point for handling complex issues relating to various aspects of claims entitlements for the Advisory Board on Compensation Claims (ABCC) and the United Nations Claim Board (UNCB), making recommendations thereon, where necessary, to the unit Chief, including drafting UNCB presentations and minutes. - Compiles relevant actuarial and statistical information and analyses results with respect to claims and benefits compensated; and calculates benefits and coordinates payment of compensation. - Determines budget estimates and monitors expenditures in Umoja for all ABCC compensation, including maintaining funding for the unit, setting up allotments and creating fund commitments under project structure for ABCC. - Monitors the work of Benefits Assistants to ensure that staff members who make personal inquiries are provided with timely, accurate information, including liaising and communicate with claimants on the processing of claims, payment of periodic benefits and requests for information and documentation for specific claims, and informing claimants on decisions on their respective claims. - Assigns all claims to Benefits Assistants and monitors the work flow to ensure maximum efficiency in the processing of resolution of claims problems, and related correspondence/communications. - Trains and instructs new Benefits staff, and advises staff of new procedures or changes in procedures. - Establishes and maintains ongoing working arrangements with Personnel Officers from UN offices, programmes and other participating entities. - Prepares letters and memoranda on significant policy-related questions and special cases for signature of the Unit Chief, and organize and maintain correspondence. - Oversees the establishment and maintenance of a claims database, including archiving .

General: - Acts as the Administrator for Unite docs electronic records. - Performs other duties as may be required.

    Education High school diploma or equivalent.

    Work Experience A minimum of ten years of experience in workers’ compensation or related area is required. Experience in interpreting and applying UN or any similar large scale international organization's Staff entitlements relating to death, injury, disability and loss of personnel effects is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice - The position is financed by Xtra-Budgetary funds. The appointment and renewal thereof are subject to the availability of the post or funds, budgetary approval or extension of the mandate.

  • Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat.
