Organizational Setting and Reporting Relationship
The position of Senior Affordable/Social Housing Specialist is assigned in the Water and Urban Development Sector Office (SG-WUD) within the Sectors Group (SG). SG aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB’s strategic agenda in the region and with ADB’s clients. The SG, which is comprised of seven sector offices, delivers or supports sovereign, non-sovereign, and advisory operations; delivers knowledge services; supports regional departments (RD) and resident missions (RM) in engaging with developing member countries (DMCs); and ensures ADB’s technical leadership externally and internally.
SG-WUD leads policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance (TA) processing and administration in the water and urban development sector.
You will be based at our Headquarters in Manila, Philippines.
The selected candidate will be appointed with the title, "Senior Urban Development Specialist (Affordable/Social Housing)".
You will report to the designated Director, SG-WUD and will supervise national and administrative staff.
Your Role
Established in 2016, the Experts Pool initiative aims at nurturing ADB with cutting edge knowledge in key priority areas, by bringing in experts equipped with such knowledge. As a Senior Affordable/Social Housing Specialist, you will provide substantive technical advice to the Sectors Group and RDs in designing and delivering a credible pipeline of projects through a combination of ongoing advisory services, document reviews, contribution-oriented knowledge products, and mission support.
Specifically, you will assist in developing and implementing inclusive and livable cities’ development. You will support ADB staff and cities in DMCs by providing advanced technical and commercial expertise on affordable and social housing, inclusive and accessible housing, green and energy efficient housing, and green building certification, and provide expertise and guidance on transitional housing programs for informal settlers. You will formulate policies to improve housing affordability and housing sustainability in ADB’s DMCs. You will lead knowledge management initiatives with ADB staff and government officials and staff.

Additional Information
ADB will be rolling-out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference. By proceeding with your application, you acknowledge and accept the possibility of such changes resulting from the new job grading structure.
Staff on probation are not eligible to apply. Applicants for promotion must have served at their position for at least one year and must have normally served at their personal level for at least two years immediately preceding the date of the vacancy closing date. Applicants for lateral transfer must have served at their position and personal level for at least one year immediately preceding the date of the vacancy closing date (reference A.O. 2.03, paragraphs 5.8 and 5.9).
In the event that the staff appointed to a new category (i.e., from AS to NS, or from NS to IS) is rated at 2 or lower in the first two performance reviews after appointment at the new level, they will return to the level occupied immediately prior to their appointment in the new category.
This is a fixed term appointment with option to renew for an initial period of three years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. There is no limit on the number of renewals. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources. This appointment is open to internal and external applicants.
This is an experts pool position intended to bridge ADB skill gaps in areas requiring cutting edge knowledge.
