International Rescue Committee (RESCUE) grundades 1933 på initiativ av Albert Einstein och är idag en internationell humanitär organisation med verksamhet i över 40 länder världen över. I slutet av 2019 öppnade RESCUE kontor i Stockholm med målet att skapa engagemang och öka kunskapen i Sverige om humanitära kriser och hur det drabbar människor samt samla in medel från allmänheten. Vi är för närvarande 12 anställda på vårt kontor på Södermalm i Stockholm och tre Face to Face insamlingsteam.

Vår Award Management Unit (AMU) ansvarar för att bygga, underhålla och stärka relationer med offentliga och institutionella givare och fungerar som en brygga mellan givare och våra programkontor. Vi tillhandahåller expertis och rådgivning och jobbar för att stärka organisationens profil.

Som Senior Advisor med ansvar för Skandinavien är du den som koordinerar RESCUE:s relationer med finansiella givare i Sverige, Danmark och Norge. Du samarbetar nära med kollegor som jobbar med policy, opinionsbildning och teknisk expertis.

Vi söker dig som har:

- · En mycket god förståelse för den politiska miljön och erfarenhet av att arbeta med institutionella givare, särskilt Sida, Danida och Norad.

- · Erfarenhet av att bygga och underhålla relationer med beslutsfattare och givare

- · En utmärkt förmåga att uttrycka dig i tal- och skrift på engelska och är van att hålla i presentationer och förbereda talepunkter. Du behärskar också svenska så pass väl att du har förmåga att ha en tematisk dialog och kan förstå och sammanfatta dokument.

- · Erfarenhet av och trivs med att arbeta i virtuella team.

JOB DESCRIPTION

The Global Awards Management Unit (AMU)

The Awards Management Unit is responsible for building, maintaining, and strengthening relationships with public and institutional donors and position IRC as a partner of choice for delivering programmes for our clients. This means working to expand IRC’s portfolio and diversify our relationships, as well as supporting the successful and compliant management and implementation of awards, whether directly or through partners.

The AMU is a bridge between donors and the IRC programme offices: providing expert technical advice, while maintaining portfolio-level visibility to ensure consistency, compliance, and manage risk. This unit ensures that donor compliance policies and procedures are implemented consistently and supports all staff working across the awards management cycle for all restricted funding from global government and multilateral sources.

PURPOSE OF THE ROLE

The Senior Advisor - Scandinavia is part of the Strategic Partnerships Team, which is responsible for relationship management of IRC’s key institutional donors. The Senior Advisor leads, guides and coordinates IRC’s funding focused engagement with Sweden (as the main focus), Denmark and Norway, collaborating closely with other teams which lead on policy, advocacy and technical engagement.

SCOPE AND AUTHORITY

The Senior Advisor develops and implements strategies for maintaining and developing proactive and positive relationships with Scandinavian government donors, in support of the delivery of our organisational strategy, Strategy 100.

The Senior Advisor is responsible for developing and maintaining positive relationships with colleagues across IRC, including colleagues in AMU senior management, Business Development, Programme & Awards Support and Compliance & Policy teams, Country Teams and Technical Excellence Units, Policy and Advocacy, and Communications teams, IRC Sverige’s Executive Director, and IRC’s senior leadership.

Authority:

- Leads the development, implementation, and review of IRC’s donor engagement strategies. - Initiates and coordinates IRC’s Scandinavian government donor engagement and develops positive relationships with these donors and partners. - Represents IRC externally with Scandinavian government donors.

Responsibility for Resources:

· This role will not have staff management or budget responsibilities.

KEY WORKING RELATIONSHIPS

- Reporting to the Deputy Director: New/Growth Donors. - Closely coordinates and collaborates with the IRC Sverige Executive Director and colleagues based in Sweden. - Works with the Senior Advisors in the Strategic Partnerships Team. - Works with other units within the AMU, Global Policy and Solutions Team, Global Advocacy and Influence Team, alongside other IRC staff, and senior IRC staff on Scandinavian government donor relationships. - Liaises with President’s Office on engagement with Scandinavian government donors for strategic partnerships, including delivery of briefings. - Supports other teams to understand relationship management (structures and processes).

KEY ACCOUNTABLITIES AND MAJOR RESPONSIBILITIES

Information and Knowledge Management (60%)

- Proactively identify, broker and coordinate relationships with key Scandinavian government donor stakeholders. - Maintain up-to-date knowledge of IRC’s position of Scandinavian government donors, including funding portfolio, business development pipeline, implementation and compliance issues, risks, influencing aims and senior level HQ-HQ engagement. - Maintain up-to-date knowledge of donor strategies relevant to IRC’s work, such as funding priorities, geographical interests and political climate, providing analyses and synopses of press releases and other announcements, and disseminating this information internally. - Support IRC senior management in identifying and mitigating funding and relationship risks related to Scandinavian government donors. - Map donor organisational structure, identify key targets, and maintain relationship records on IRC’s CRM system. - Maintain tools and resources to support donor engagement and relationship building with donors. - Contribute to the improvement of donor tools and resources to support engagement and relationship building. - Lead the Multi-Year Donor Engagement Strategies, including coordinating meetings with cross-department operational teams, and leading the donor strategic teams to steer our donor relationship and engagement. - Work with key regional and programme development staff to support business development planning as it relates to Scandinavian government donors. - Coordinate across IRC teams, such as Country Teams, Advocacy and Policy to ensure consistent, accurate and timely messaging for donors.

External Representation (40%)

- · Undertake direct representation with donor officials, and support the development of IRC’s donor relationships, including brokering meetings between donors and Regional and Technical Leadership, Country Directors, and supporting the preparation for these engagements.

- · Participate in key meetings with Scandinavian donors, including Desk/Programme Officers, Heads of Unit, Director-General/equivalent, advisors and other officials.

- · Represent the IRC at external meetings, events, and forums including delivering presentations/briefings to senior donor representatives, forums and sector groups.

PERSON SPECIFICATION

Essential

Skills, Knowledge and Qualifications:

- · Strong working understanding of the political environment and trends relevant to Scandinavian donors, and knowledge of donor policies, priorities and financing mechanisms, especially Sida, Danish MFA (Danida) and Norad.

- · Proficient in Swedish (ability to have external meetings/discussions in language, including technical dialogue; ability to understand and summarise donor documents, announcements, etc. into English).

- Excellent written, verbal and presentation skills, including preparing briefings for senior colleagues and representing with donors. - Ability to lead and manage projects, including working as part of remote/virtual teams. - Good analytical skills and first-class attention to detail. - Strong organisational and prioritisation skills.

Experience:

- Significant experience of business development, programme management, advocacy or other similar HQ-HQ strategic account / relationship management of Scandinavian donors. - Extensive experience of building and maintaining networks with influencers and decision makers. - Experience undertaking reviews of strategies, datasets and reports, and producing written and verbal guidance relevant to senior and operational staff. - Proven track record of working successfully with virtual teams.

Desirable

- · Demonstrable experience of driving coordinated advocacy, communications and fundraising programmes to access funding.

- · Understand programmatic and financial contractual arrangements with donors and partners, including experience of negotiating with donors.

- · Experience of working in developing countries, preferably in the context of a donor, NGO or International Organisation.

Qualifications The position is a permanent position with placement in Stockholm, we apply a six-month probationary period.
