UNICEF Program Group is currently undergoing organizational changes; therefore, the exact location of the post has yet to be determined. Selected candidates may be required to commence duties remotely until the location is confirmed. If reassigned or relocated to New York, candidates may be expected to relocate to a new location again during the initial contract or assignment period. When working remotely, the candidate will be required to agree on working hours with the Hiring Office, which may require inclusion of all or some of the NYHQ core working hours (10AM-4PM).

In 2021, UNICEF adopted a new Gender Policy and Gender Action Plan 2022-2025 (GAP), to advance advance gender equality and the empowerment of women and girls in key areas of UNICEF's work. The GAP specifies five targeted priorities for adolescent girls – adolescent health and nutrition; education and skills; preventing child marriage and violence; menstrual health and hygiene and social protection. It also provides a gender focus on key results in the major sectoral areas of UNICEF's work: health and nutrition; education; child protection; water sanitation and hygiene (WASH) and social protection and also describes a series of actions to establish more gender transformative workplaces in UNICEF, including rolling out family friendly policies and achieving gender parity at all levels of staffing.

Building on lessons learned from previous GAPs, UNICEF is applying a gender transformative lens to programme and policy efforts; tackling underlying barriers to gender equality and redressing traditional gender norms. This means stepping up our programming in several areas, such as partnering with men and boys as champions for equality; centering girls’ voices and leadership in programmatic action; and incorporating efforts to tackle gender restrictive norms at policy/ budget, community and individual levels.

At Headquarters (HQ), UNICEF has created a core cadre of gender equality experts dedicated to supporting programmatic and other teams to achieve the targets of the GAP. For the period 2022-2025 in the current Strategic Plan, technical and learning hub is in place to provide real-time technical advisory, including generating evidence and lessons learned on good practice approaches; applying tailored guidance on gender transformative programming within existing sectoral programmes; amongst others.

The Senior Advisor, Gender Equality will provide technical leadership on gender equality in specific areas such as (a) promoting comprehensive programmatic action for adolescent girls’ rights in line with the GAP targets; (b) helping to establish UNICEF as a recognized leader and partner in adolescent girls’ programming, advocacy and innovations; (c) building a network of adolescent girl experts within UNICEF’s staff and networks for high impact programming; (d) building a robust evidence base, including dynamic research agenda and series of qualitative and quantitative measures for assessing progress in UNICEF-supported programmes and beyond on adolescent girls. In addition, the Advisor will provide overarching leadership on partnership, innovations and communications – firmly positioning UNICEF as a global leading voice for girls in the UN system and beyond.

How can you make a difference?

Technical advisory on adolescent girls’ leadership and well-being

  • Collaborate with different sectoral programme and other teams in UNICEF (Office of Innovation, Office of Research, Global Communications and Advocacy, Data and Analytics amongst others) to advance the highest quality programming for adolescent girls’ leadership and well-being, including research, data and innovation
  • Strengthen measures for girls’ voice, agency and choice with experts in civil society, government and beyond to improve targeted, evidence-based programming for and with girls.
  • Facilitate learning and knowledge sharing across countries and between HQ, RO and COs.
  • Support the establishment and functioning of HQ, RO and CO cross-sectoral working groups related to adolescent girls, as needed, including Global Technical Teams.

Leadership of global partnership, advocacy, communications and innovations for gender equality

  • Advance strategic partnerships with international financial institutions, the private sector, philanthropic organisations and the public sector for gender equality through a targeted partnership strategy for adolescent girls’ empowerment and well-being.
  • Define annual advocacy priorities for UNICEF’s Gender Policy and Action Plan related to adolescent girls’ empowerment, leadership and well-being, and coordinate related communications and partnerships efforts, including the annual flagship International Day of the Girl celebrations.
  • Takes the lead on coordinating and technically supervising, developing, and reviewing proposals and concept notes for internal and external fundraising, specifically related to adolescent girls’ empowerment and well-being.
  • Coordinates regularly with the Policy and Partnerships Division (PPD) and Private Fundraising and Partnerships Division (PFP), PG, DAPM, and field colleagues to identify and leverage the most strategic fundraising and resource mobilization efforts where a gender focus would bring added value.
  • Represent UNICEF in public and high level meetings to highlight and advance adolescent girls’ empowerment and well-being including their leadership and rights, and the interlinkages across the targeted priorities
  • Support the coordination and writing of donor reports relevant to adolescent girl-related partnerships
  • Coordinate with the Office of Innovation for a diverse and relevant gender equality innovations portfolio linked to adolescent girls empowerment and well-being

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in gender studies, public health, law, demography, economics, sociology, public administration or related field required.
  • A minimum of ten (10) years of solid professional work experience at the national and international levels, including leading programming and research from a gender perspective and/or on development and gender issues is required.
  • Management experience and demonstrated ability to motivate others and create and encourage a climate of teamwork and collaboration in a multi-cultural environment
  • Experience managing programmes in country/field, with demonstrable gender equality results.
  • Collaborative, partnership approach, with creative solutions-oriented focus a must.
  • Prior experience in strong substantive, technical, programmatic and research skills in gender with equally strong sectoral expertise in at least one of the following: Health/HIV, WASH, Education, Social Protection, social and behavioural change and/or Adolescents is desirable.
  • Proven rigor in analytical, conceptual and programme design skills relevant to gender equality with an understanding of theory of change and path from intervention to results is desirable.
  • Demonstrated experience in conducting rigorous research and analysis on gender, including quantitative research methodologies, and monitoring and evaluation is desirable.
  • High level of initiative and independence in ability to undertake complex tasks while proactively seeking relevant input, cooperation, and guidance from key constituents.
  • Demonstrated success in developing proposals and securing resources on programme and research initiatives with a strong gender component.
  • Fluency in Englishis required. Knowledge of another official UN language an asset.
