Duties and Responsibilities The United Nations Human Settlements Programme (UN-Habitat) is the UN Agency responsible for human settlements. The mandate of the United Nations General Assembly is to promote socially and environmentally sustainable cities with the aim of providing adequate shelter for all. The current portfolio of UN-Habitat activities in Africa is expanding and there is an urgent need to build capacity under the Regional Office for Africa (ROAf), specially under the project: Establishment of a Centre of Excellency for Housing in the WAEMU sub-region. This UN-Habitat's project supports the establishment of the Centre of Excellence on Housing for the WAEMU countries. The set-up of the Centre of Excellence is organized over a first period of three years, with a clear set of outputs mostly focusing on indicators and data, preparation of national reports, and the production of capacity building tools. The Centre of Excellence on Housing (CEH) for the WAEMU countries will serve as an innovative and sustainable knowledge hub that provides data, knowledge, expertise and long-term capacity building and training services to develop the skills of urban sustainability practitioners in the eight countries of the West Africa Economic and Monetary Union (WAEMU – Benin, Burkina Faso, Guinea Bissau, Ivory Coast, Mali, Niger, Senegal and Togo). The Centre of Excellence will be set up at the University Joseph Ki-Zerbo (Institut Supérieur des Sciences de la Population – ISSP) in Ouagadougou, Burkina Faso, in partnership with the University Cheikh Anta Diop, from Senegal (École Supérieure d’Économie Appliquée - ESEA). Technical expertise on housing, urban planning as well as within the academic sector is required to implement this project.

2. Objective of the Consultancy The objective of this consultancy is to provide senior advisory services in terms of expert/substantive inputs, observations and guidance regarding the themes of housing, urban planning, academic research and training/capacity building within the framework of the process of establishing the CEH in the WAEMU sub-region, including on data management, governance/organisational issues and networking.

3. Duties and Responsibilities Under the direct supervision of the Senior Human Settlement Officer, overseeing Western Africa, and in close collaboration with the involved professionals of UN-Habitat, ISSP and ESEA in the establishment of the CEH, the international consultant will have to: a) Review and proofreading of the redaction of reports and documents. b) Regarding the operational units: support for the development of operational units (constitution of teams, choice and mobilization of consultants, etc.). c) Regarding the research component: (i) mobilization of networks of university researchers from the North (Francophonie, Canada) for the development of research at the CEH; (ii) support for the construction of master’s and doctoral programmes. d) Regarding trainings (innovation support): (i) provide outputs for the editing of the content of short-term professional training (face-to-face or mixed) (planning, editing and management, construction, programming, etc...); (ii) inputs to the creation of online capsules (tutorials) on training in negotiation, associative platforms, collaborative methods.

Qualifications/special skills Academic Qualifications: Advanced university degree (Master degree or equivalent), in Urban Planning, Architecture, Housing, Construction, Urban Management, and/or other relevant discipline with a focus on human settlements is required is required.

Experience: Minimum 15 years of experience at international level, with relevant knowledge in the field of urban planning, housing, urban development, project management, research and training is required. Familiarity with the academic research sector is an asset.

Language: Fluency in written and oral French and English are required.
