Role Overview

We are seeking a highly strategic and technically adept Senior Advisor, Digital Transformation, to provide high-level policy and technical advisory support to the Government of Togo. This role will shape and accelerate the country’s digital transformation efforts, integrating AI, emerging technologies, and data-driven innovation to drive modernisation across sectors.

As a trusted advisor to government, the Senior Advisor will guide the development and execution of strategic digital initiatives, ensuring they are aligned with national priorities and benchmarked against international best practices. The role requires deep expertise in digital governance, AI policy, and public-sector technology adoption, ensuring that reforms are both forward-looking and sustainable.

Operating at the highest levels of government, the Senior Advisor will serve as a catalyst for collaboration, bringing cross-sector expertise to policy development, strategic execution, and ecosystem building. This will involve working across government, the private sector, and development partners to strengthen digital governance, unlock investment, and position Togo as a leading innovation hub.

This is a high-impact leadership role, offering a unique opportunity to bridge strategy and execution, helping translate Togo’s digital economy ambitions into measurable, scalable progress across government, business, and society.

This is a 24-month contract, with the potential for renewal based on performance and funding availability. The position is based in Lomé, Togo, and applications are open to both local and international candidates, with relocation support available for those based outside the country.

Key Responsibilities

• Act as a trusted policy and technical advisor to senior government officials, providing strategic guidance on digital transformation, AI governance, and the adoption of cutting-edge technologies.

Responsabilités Clés

Profil Recherché

• Expérience confirmée (10+ ans) en conseil stratégique, transformation numérique gouvernementale ou gestion de programmes technologiques complexes dans le secteur public ou privé.

• Diplôme de Master ou équivalent en Politiques technologiques, Administration publique, Gouvernance numérique, Intelligence artificielle, Data Science ou domaine connexe.

• Expertise avérée en accompagnement des dirigeants gouvernementaux, notamment sur la transformation numérique, la gouvernance de l’IA, la gestion des données et l’adoption responsable des technologies émergentes.

• Compétences avancées en conception et mise en œuvre de stratégies numériques à grande échelle, incluant les services publics numériques, les cadres réglementaires de l’IA et la modernisation des infrastructures critiques.
