Role Summary

The Advisory practice within the Tony Blair Institute for Global Change (TBI) advises reforming political leaders and governments on strategy, policy and delivery and achieve significant and positive impact for citizens around the world.

We are looking for a Senior Climate Policy Advisor to lead the climate policy advisory workstream in Brazil. The Senior Climate Policy Advisor will collaborate with stakeholders, including the Government of Brazil, to support Brazil’s climate policy and diplomacy efforts, particularly in the context of the COP30 presidency. This position will require working closely with relevant ministries and agencies to provide strategic guidance and technical expertise.

This is an exciting senior opportunity requiring exceptional candidates with relevant experiences and competencies.

The person will be based in Brasilia and must be fluent in Portuguese and English.

Key Responsibilities

The responsibilities of the Senior Climate Policy Advisor will include:

Strategic stakeholder engagement support:

  • Assist the government in its role as the convener of COP30, facilitating dialogue and consensus-building among diverse stakeholders.
  • Provide advice on navigating complex international negotiations and fostering collaboration among parties.
  • Provide strategic engagement support to help the Brazilian Presidency ensure a range of stakeholders’ positions are accounted for in COP outcomes, in the context of complex logistics.

COP30 Negotiations and planning support:

  • Provide expert input on key COP30 negotiating mandates to drive consensus and meaningful progress on climate action.
  • Provide inputs to planning of conference's agenda and program, including the Leader-level Summit and thematic days.

Technical policy and initiatives support:

  • Contribute to Brazil-led COP30 initiatives, ensuring alignment with the country's climate ambitions and priorities. Helping to design and pilot innovative initiatives to help Brazil lead by example during its COP30 presidency and beyond.
  • Provide technical advice on policies and plans focused on NDC updates, country platforms, just transition, climate finance mobilization and other initiatives to drive ‘Mission 1.5’.
  • Support the development of strategies and initiatives to address deforestation, promote sustainable land-use practices, and support the protection of forest ecosystems as part of Brazil’s COP Presidency and broader multilateral engagement.
  • Collaborate with relevant stakeholders to ensure the effective implementation and scaling of successful approaches.

Person Specification

The successful candidate should be an experienced and successful leader:

  • Advanced degree in a relevant field such as environmental studies, environmental economics, international relations, public policy, or a related discipline.
  • Minimum of 10 years of professional experience in climate diplomacy, international negotiations, and environmental policy.
  • Proven track record in advising governments or international organizations on climate-related issues.
  • Proven track record in navigating complex negotiations to secure multi-stakeholder agreements, aligning interests and objectives of different stakeholders.
  • Excellent understanding of the United Nations Framework Convention on Climate Change (UNFCCC) processes, including the Conference of Parties (COP) and related negotiations.
  • Experience of developing and implementing national climate policies and initiatives.
  • Strong analytical and problem-solving skills, with the ability to navigate complex political and technical landscapes.
  • Exceptional communication and interpersonal skills, with the ability to build effective relationships with diverse stakeholders.
  • Fluency in Portuguese and English is essential.
