Under the overall guidance of the Associate Director, Programme Division and Chief of HIV/AIDS (IMIS 18699), and in close collaboration and interaction with other relevant sections and divisions as well as the knowledge leadership and partnerships cluster, the incumbent of the post provides managerial support to programme focal and project leads on technical and policy issues and programme development on EMTCT; paediatric care and treatment; and adolescent prevention, treatment, care and support. The incumbent also leads the social, protection, care and support and HIV and facilitates cross-sectoral integration for HIV specific results and system enhancement.

The Senior Advisor will support acceleration of the HIV response for pregnant women,children and adolescents in line with the UNICEF Strategic Plan. The incumbent is responsible managing integrated HIV results across the two decades of lifein close collaboration with programme colleagues in health, gender, social policy, education and other relevant teams. The incumbent will also represent the section chief in key internal and external meetings and provide support in management of the section.

How can you make a difference?

Programme Technical Leadership

  • In consultation with the Associate Director of the HIV/AIDS Section, provides managerial and technical leadership for the programme cluster in the HIV/AIDS Section, in support of the technical and project leads, in the deyeloprnent UNICEF's HIV programme vision, policies, strategies and overall programme guidance for regional and country offices to fast track achievement of HIV targets.
  • The incumbent leads technical work on aspects of the HIV response for pregnant women, children and adolescents across a range of sectors and approaches and in.line with the UNAIDS Division of Labor.
  • The incumbent advises UNICEF on application of new evidence and innovations and represents the Associate Director and Chief HIV/AIDS Section in partner and other global meeting to leverage results for children.

Management, leadership, and guidance on accelerating HIV results

  • Provide guidance on how to strengthen UNICEF's internal cohesion on HIV/AIDS, across programme group and other divisions.
  • Manage the reporting of results, assuring an integrated and targeted multi-sectoral response in conjunction with colleagues in other sectors and divisions.
  • Ensure priorities and deliverables across HIV section are coherent and relevant.
  • Supervise team members as per organizational structure of the team.
  • The incumbent works closely with leadership of Programme Group and regional teams in providing relevant support and guidance to regions and country offices.

Provide oversight and facilitate effective technical assistance for UNICEF HIV programme

  • The incumbent provides oversight for the programme cluster in provision of technical assistance working closely with regional and HIV focal points.
  • The incumbent also finds opportunities for leveraging HIV results and sharing learnings for pandemic preparedness, strengthening primary health care and community health systems and where relevant, in humanitarian settings.

Support advocacy, partnership engagement and leveraging resources

  • Support coordination of partner engagement, including as part of the UNAIDS Joint Programme, and represent UNICEF when requested to ensure children and adolescents are appropriately and correctly positioned and highlighted.
  • In coordination and collaboration with other colleagues, provide guidance on leveraging broader global public health landscape (UNAIDS, Global Fund, PEPFAR, pandemic preparedness fund etc.) to support acceleration of HIV results for children and adolescents.
  • Convene partners to influence policy, advocacy and programming direction.
  • Leverage partner activities to facilitate learning collaboratives to sharpen the response.
  • Provide technical leadership for key of evidence-based, innovative and catalytic funding proposals to accelerate results in HIV.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in in public health, health policy and/or management, or other relevant public policy or other health-related sciences is required.
  • A minimum of ten (10) years of professional experience at the national and/or international levels in development, implementation, management of HIV and/or health programmes, with special emphasis on children including in emergency settings.
  • Experience in partnerships, advocacy and social mobilization is an asset.
  • Experience in supervising teams is an asset.
  • Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, Russian, French or Spanish) is an asset.
