The Division of Data, Analytics, Planning and Monitoring (DAPM) was established in 2019 to drive decision making and organizational learning, improve effectiveness and achievement of results of UNICEF and its partners to realize the rights and improve the life of every child. DAPM promotes the use of data and monitoring to achieve transformative impact on lives of children.

The Division is responsible for driving, shaping and guiding UNICEF’s evidence-informed analysis, strategic planning, programme monitoring and organizational performance management. As such, DAPM enables the organization to deliver on results in a more coherent manner, based on agile and contextualized programming process, and on data, evidence, and analysis, as well as the application of human-rights based and results-based management approaches.

Within DAPM, the Data Team (DAT) is the global go-to for data on children. It leads the collection, validation, analysis, use and communication of the most statistically sound, internationally comparable data on the situation of children and women around the world. For this purpose, both traditional and innovative data and analysis – including administrative and household survey data as well as geospatial analysis, big data and machine learning – are used. DAT upholds the quality, integrity and organization of these data and makes them accessible as a global public good on the data.unicef.org website.

DAT provides leadership, strategic and normative guidance and technical support to generate data and evidence on children. The team works together with other teams within UNICEF as well as partner organizations, to support statistical systems strengthening at the country level. DAT is also fostering a data-driven transformation in how UNICEF works internally and together with partners that includes positioning UNICEF as a leader on data for children, protecting children through governance of data and building an organization-wide culture of data.

The Unit plays these roles in all aspects of data related to Health, Immunization, MNCAH (Maternal, Newborn, Child and Adolescent Health) & HIV in all contexts, interacting with other Units where the issues intersect – particularly gender and disability issues.

How can you make a difference?

Under the supervision of the Deputy Director (Chief Statistician), DAPM, the Senior Adviser, Statistics & Monitoring (Health, Immunization, MNCAH & HIV) supervises and leads the unit responsible for Maternal, Newborn, Child, and Adolescent Health (MNCAH), Immunization, and HIV monitoring and statistics, including child focused indicators for the Sustainable Development Goals (SDGs) and outcome level indicators to measure the results of the UNICEF Strategic Plan (SP). The incumbent of the post represents the data measurement and monitoring work in these areas in a number of internal and external fora and thus works in close collaboration with other staff in the section and the division, as well as other UN agencies, organizations and national country-level institutions.

The primary function of this post is to enable UNICEF data to be data leaders for children's issues in the areas of Health, Immunization and HIV throughout UNICEF, inter alia. This includes leading the improvement in the quality, availability and use of data on children and women with respect to and strengthening of Primary Health Care and national statistical systems for the production and use of such data at the country level for programming and policy advocacy. The work focuses on the areas highlighted by the SP, mainly Maternal, Newborn, Immunization, Child and Adolescent Health and HIV, and also contributes to the availability and use of data for addressing public health emergencies. This post supervises and guides the development of measurement methodologies, compilation of data for global reporting, data analysis, data visualizations, and capacity development/technical support to countries in these core areas. This function is carried out in collaboration with the Health Team (including immunization) in UNICEF Programme Group, main institutional partners (including UNICEF regional offices and country offices), UN-entities (including WHO and UNFPA), national governments, and other organizations with expertise in this area.

1. Overall leadership and oversight of Health (Immunization, MNCAH) & HIV monitoring work

  • Lead overall strategic thinking and direction of Immunization, MNCAH and HIV monitoring, including on mental health, and support to the organization.
  • Lead overall development and establishment of Immunization, MNCAH and HIV monitoring work plan and reporting.
  • Champion and lead the measurement and use of data on Immunization, MNCAH and HIV in humanitarian situations & public health emergencies.
  • Contribute to the development and implementation of a purposeful strategy to support data functions of UNICEF Country Programmes.
  • Monitor deliverables against workplan and provide support and guidance to ensure objectives are met.
  • Lead resource mobilization for the Health (Immunization, MNCAH) & HIV unit, in close collaboration with the Health Team and Nutrition Team in UNICEF Programme Group (including Immunization), and contribute to resource mobilization for the division.
  • Contribute to the overall management and performance of the division.

2. Technical leadership, advice and quality assurance of Immunization, MNCAH & HIV monitoring work

  • Provide technical leadership on Health, Immunization, MNCAH & HIV core monitoring activities such as methodological work, data collection (including through administrative data systems and household surveys, community based information and data systems and compilation, analysis, and actively promote innovations in measurement and analysis, including the use of technological innovations).
  • Work closely with the Health Team in UNICEF Programme Group (including Immunization), UNICEF regional offices, regional partner organizations and UNICEF country offices, in supporting statistical capacity development within UNICEF and with national partners, including Health, MNCAH, Immunization and HIV/AIDS related) national statistical systems and document and disseminate lessons learned from these efforts.
  • Provide technical input and review all major Health, Immunization, MNCAH & HIV monitoring deliverables for quality assurance, with special attention to publications and country support work.
  • Lead in developing monitoring guidelines, tools, processes and approaches to support country, regional and global monitoring of Health, Immunization, MNCAH & HIV programmes in stable and humanitarian response situations.
  • Lead the generation of Health, Immunization, MNCAH & HIV evidence for use in country, regional and global advocacy and programmes.
  • Contribute to knowledge management and organizational learning related to data, statistics and monitoring work. Facilitate knowledge sharing within UNICEF and with partners, particularly at the country level.
  • Lead the work of predictive analytics and coordinate the development of core data and analytical capacity, particularly as applied to Public Health Emergencies.
  • Collaborate with unit chiefs (sectors and data collection) within the Data & Analytics Team and within the Office of the Chief Data Officer, including on data governance.
  • Provide technical guidance/input in response to questions from senior management, external partners and the media.

3. Strategic partnerships and representation in Health, Immunization, MNCAH & HIV monitoring collaborations

  • Represent UNICEF and provide its perspective in high level national, regional, global, UN, and other initiatives and events.
  • Lead and promote inter-agency monitoring and consultative processes.
  • Lead on resource mobilization through consolidating existing donor/partner relations, expand relationship with IFIs, developing innovative ways of formulating investment cases for funding data work, and explore new avenues through private sector and new forms of data partnerships, for data work around Immunization, MNCAH and HIV, as well as contribute to resource mobilization for foundational data activities such as MICS, RD4C, data communication.
  • Work closely with other divisions (Programme Group, Emergency Operations, Global Communication & Advocacy, Supply Division) with the aim of maximizing the use of data for programming and advocacy.
  • Initiate opportunities for South to South Collaboration, especially for Immunization, MNCAH and HIV monitoring and evaluation and technical support to countries, including through establishing partnerships in the global south for provision technical advice and support to (national) governments.

4. Management of the Health (Immunization, MNCAH) & HIV unit

  • Overall accountability for the management of Health & HIV unit (Results, Human Resources, Finance).
  • Ensure an enabling positive workplace culture within the unit and contribute to upholding the UNICEF CRITAS (Care, Respect, Integrity, Trust, Accountability & Sustainability) values by all staff in the division.
  • Contribute to the overall management of the division, the DAT Team and the D&A Section.
  • Oversee staff learning and career management within the unit and contribute to building data & analytical skills within staff from Health, Immunization, MNCAH and HIV teams, particularly at country level.
  • Supervise, manage, and direct technical staff, including appraisal of staff performance Communicate standards of performance, and assign responsibilities for achieving results according to the defined tasks.
  • Contribute to inter-sectoral collaboration in UNICEF’s data work.
  • Brief senior management adequately on current activities and issues.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in epidemiology, public health, demography, statistics, social sciences or a directly-related technical field(s) is required.
  • A minimum of ten (10) years of relevant professional experience in health, Immunization, MNACH and HIV analysis, data collection, measurement methodological development and other areas of applied statistics and data interpretation is required.
  • Previous work experience in technical cooperation work with lower- and middle-income countries in these areas is required.
  • Prior experience in supervisory capacity is required.
  • Previous work experience with large-scale household Surveys, particularly MICS and DHS is highly desirable.
  • Previous work experience writing technical reports and/or peer reviewed journal articles is highly desirable.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
