The Public Partnerships Division leads and works with UNICEF country offices, regional offices, and other headquarters divisions to drive public sector fundraising, leveraging, and advocacy to increase income and influence from partnerships and engagement with public sector to deliver results for children. PPD serves as the UNICEF global knowledge leader on resource mobilization and partnership with public sector partners, including governments, international financial institutions, public-private partnerships (such as Global Programme Partnerships), inter-governmental and UN inter-organizational arrangements.

How can you make a difference?

Under the direct supervision of the Division’s Deputy Director, the Senior Advisor leads the Humanitarian Partnerships and Financing Team composed of three other staff members at the Professional level.

The Senior Advisor for Humanitarian Partnerships and Financing is accountable for leadership and overall managerial support to the organization in a broad range of policy issues related to humanitarian partnerships and financing, including building, and managing partnerships, development of humanitarian financing policies and strengthening of internal systems for greater accountability and reporting. The Senior Advisor leads the coordination of resource mobilization efforts for humanitarian response globally, including solutions to maximize quality funding to support preparedness and response to humanitarian and protection needs, particularly of the most vulnerable children. In this role, the incumbent ensures effective flow of information and coordination internally within UNICEF (within PPD, EMOPS as well as with relevant divisions, regional and country offices) and externally within inter-agency/inter-governmental humanitarian financing fora, the IASC, Good Humanitarian Donorship Group, Pooled Fund Working Group (PFWG) and others.

Summary of key functions/accountabilities:

Advises senior management and geographical tams on strategic, policy and operational decisions by the UN that may have human rights and political implications for children and advise on measures necessary to protect and promote children’s rights in the countries.

Provides political analysis and advice by:

  1. Identifying, analyzing, and monitoring political developments, trends and emerging issues in countries and regions as relevant/needed.
  2. Assessing implications and making recommendations to senior management on possible policies, strategies, and other measures to address issues of concern and to advance human/children’s rights
  3. Preparing advocacy messages to support senior management engagement in intergovernmental and interagency fora.

In coordination with relevant divisions and regional and country offices, ensures an effective flow of information on human rights situation and that strategies and actions necessary to promote and protect human rights are informed by children’s rights and needs.

Coordinates/links with PPD Multilateral & Intergovernmental Partners and EMOPS teams on relevant interagency discussions around the structures and processes of the Secretary-General’s agenda on integrated UN prevention platform.

Provides policy recommendations vis-à-vis UNICEF’s humanitarian engagement.

Participates in relevant internal and external meetings representing PPD, such as UN coherence, and ensures that all funding clusters are consulted and receive feedback on all such interactions.

Prepares comprehensive and substantive briefs, reports, statistics, and other documentation for Executive Director’s meetings with senior officials or partner organizations and governments as required.

Oversees policy developments in the realm of humanitarian financing in close collaboration with all funding clusters and EMOPS.

Maintains an active network of interlocutors with other UN agencies as needed to ensure the best possible UNICEF approach to humanitarian financing and all funding modalities as part of overall UN coherence, as well as adequate knowledge of other agencies policies and partnerships.

To qualify as an advocate for every child you will have…

  • Advanced university degree (Masters' or higher) in social and economic sciences or related field is required.
  • A minimum of 10 years' experience at national and international levels in the area of social and economic development and cooperation, preferably fundraising in an international organization.
  • Specialized training in international relations and policy desirable.
  • Emergency/humanitarian experience, and /or knowledge of and experience in humanitarian policies, funding, and financing, an asset.
  • Management experience at senior level is required.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
