UNICEF is currently undergoing organizational changes; therefore, the exact location of the post has yet to be determined. Selected candidates may be required to commence duties remotely until the location is confirmed. If reassigned or relocated to New York, candidates may be expected to relocate to a new location again during the initial contract or assignment period. When working remotely, the candidate will be required to agree on working hours with the Hiring Office, which may require inclusion of all or some of the NYHQ core working hours (10AM-4PM).

You will be part of the UNICEF global health leadership team. You will lead the Maternal, Newborn and Adolescent Health Programme unit for the implementation of the UNICEF strategic plan 2022-2025. With a footprint in over 100 countries, UNICEF’s health programme contributes to national health sector priorities. You will provide technical and programme guidance to priority high impact intervention areas of maternal & newborn and adolescent health in support of UNICEFs Strategic Plan. This will contribute to reaching the goals of the SDGs, the ENAP (every newborn action plan) and similar global initiatives. Particular areas of focus will include maternal, newborn and adolescent health along the continuum of care including antenatal care, delivery care and postpartum/ postnatal care and adolescent health. You will support innovative and scalable programme strategies that will result in sustained change in UNICEF’s maternal, newborn and adolescent programmes especially in high burden countries and humanitarian settings.

How can you make a difference?

Technical leadership and excellence:

  • Lead the Maternal, Newborn and Adolescent Health Programme unit programmatically and strategically, to address existing and emerging programme needs in low, middle- and high-income country settings.
  • Provide technical and policy guidance to the team at UNICEF Headquarters for evidence and equity focused global programme development around priority high impact interventions to improve maternal, newborn and adolescent wellbeing and reducing morbidity and mortality by addressing both the direct and indirect causes.
  • Provide technical and policy advice to the Health Director’s Office, the Associate Director, Health, to Regional Management Teams and country offices to apprise senior level staff of situation, policy and programme direction of Maternal, Neonatal and Adolescent health.
  • Lead setting global norms and knowledge management of MNAH programmes through implementation research, and studies and reviews in collaboration with WHO, academic institutions and other development partners.

Support health system and capacity for sustainable results at scale:

  • Support health systems at national and subnational level, through UNICEF country and regional offices, to improve quality maternal and newborn health services, with attending to health care financing, human resources, data and information and referral linkages.
  • Provide advisory and technical guidance to assist and support Regional and Country Offices in both low income, middle and high income settings to plan, programme and implement equity-based Maternal, Newborn and Adolescent Health Programmes, with the aim of building local capacity and achievement results at scale.
  • Leads technical and policy document reviews and evidence generation of the MNAH team. Responds to specific queries regarding technical and policy issues raised by the front office, country and regional offices and assists in addressing bottlenecks to scaling-up maternal, neonatal and adolescent health programs, in hard reach areas and populations, including those affected by humanitarian crisis and emergencies.

Field support and cross-sectoral collaboration:

  • Works with the MNAH team members to establish the overall programme work plan, monitor compliance and performance standards with a focus on the continuum of care (e.g. the first 1,000 days), antenatal care, delivery care and postpartum and postnatal care, adolescent health and adolescent immunization.
  • Through intersectoral collaboration with Nutrition, Social Protection, Gender, Data, Innovation, Adolescent, Child Protection, WASH, HIV/AIDS, Education, demand generation etc.) ensures coordination of activities, and exchange of information and experience to achieve programme objectives.
  • Conduct regular field missions and follows-up on the implementation of recommendations to ensure programme goals/objectives are met.

Strategic partnership, advocacy and resource mobilization:

  • Establish, strengthen and maintain highest level of contacts and collaboration with partners including EWEC, H6 partner organizations (UNFPA, WHO, UN Women, the World Bank, and UNAIDS), SDG Global Action Plan, public and private sector donors and other stakeholders.
  • Represent UNICEF through evidence and results-based advocacy in meetings with high level and senior government officials as well as multi-lateral, bilateral agencies and NGOs; interacts, negotiates and advocates programme goals and strategies, identifies strategic alliances, and influences policy development to facilitate achievement of programme objectives.
  • Maintain regular communications with partners and make efforts to raise funding at global, regional and country level for the MNAH program.

To qualify as an advocate for every child you will have

  • Advanced university degree (Master’s or higher) in public health, sociology, anthropology, psychology; or related maternal and child survival areas, Sociology and/or in relevant field is required.
  • A minimum of ten (10) years of solid professional and field work experience in a senior level capacity at national and international levels in programme planning and management of maternal and child health programmes is required.
  • Knowledge of international health organizations and partners is desired.
  • Publications in peer review journals, and experience in research and knowledge management an asset.
  • Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
