The Division of the Regional Director (RDD) provides the visionary leadership and, together with BOS, supports the Country Offices and all the other Divisions in the efficient delivery of the EPW through agile transformation and implementing WHO Value Charter. RDD has the overall responsibility for the planning, execution and evaluation of WHO programmes at the regional and country levels and in strengthening the alignment and joint work across the three levels of the organization. It is the safeguard of the WHO Values Charter. It encompasses the enabling functions of resource mobilization and alliances, external relations and communications, and support to governing bodies of the European Region, in addition to organization development, staff development and learning, and transformation. It also specifically includes the representative function of WHO with the institutions of the European Union., the EURO Ombudsman who reports directly and independently to the Regional Director, and the committee on staff health and wellbeing.
The Office of the Regional Director (RDO) has the overall responsibility for planning, execution and evaluation of WHO programmes at the regional and country levels and in strengthening the alignment and joint work across the three levels of the organization.
The goal of the WHO Representation at the EU (WEU Office) is to promote GPW 13 and EPW priorities, focusing on country needs and impact; and ensuring future financial sustainability. The WHO Representation to the EU is led by WHO/Europe, but its work mandate is global.

DESCRIPTION OF DUTIES
Within the WHO office at the European Union, this post aims at strengthening and expanding the work and collaboration between WHO and the European Union Institutions including with the European Commission, Council of the European Union and the European Parliament, as well as supporting WHO offices at the Global, Regional and Country levels in the development and support of their activities in partnership with the European Union.
The incumbent contributes with Public Health expertise and policy advice to strengthening and expanding the delivery of effective cooperation at EU level, through focusing on the alignment of the European Programme of Work (EPW), GPW13 and relevant EU Public
Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities:
1. Represents and acts on behalf of the Head of WEU when required;
2. Leads the relevant WEU activities with European institutions and other relevant stakeholders on public health and advocates for WHO's EPW, GPW13 and SDGs (particularly with the European Commission, European Parliament, Committee of Regions and the EU Delegations), promoting WHO in global health leadership and keep them informed about WHO's work and priorities, ensuring two-way communication
3. Monitors, analyses and interprets health-related developments and their impact on the health agenda; their potential to support the realization of the GPW and EPW and their funding opportunities;
4. Develops and nurtures a network within WHO HQ, regional- and country-offices leadership and senior staff on public health policies discussed within the EU context and important for WHO global, regional and country levels.
5. Supports participation in EU technical work in coordination with the three levels (country, regional office and HQ) through the use of WHO Country Strategy and Support Departments at regional and HQ levels by facilitating communication among the various levels.
6. Maintains close cooperation with WHO HQ and Regional Offices regarding on-going and potential cooperation with the European Institutions
7. Organize regular policy coordination meetings with Brussels based NSAs to support their implementation of EPW and GPW13.
8. Follows global UN developments and provides input for the WEU Representative prior to UN Brussels Team meetings.
9. Strengthens country office impact through technical, strategic and political support on EU matters and provides guidance for WRs on engagement with EU.
10. Oversees and coordinates work plans and budgets for activities of the WEU office team, including resource mobilization for the work programme. Monitors the implementation of planned activities and coordinates reporting.
11. Leads, coordinates, and conducts research on best practices and WHO country level experience in with EU partners.
12. Coordinates and implements programs for capacity building in the area of EU strengthening cooperation across WHO.
13. Promotes and establishes new outreach activities to facilitate the expansion of networks and/or platforms across the Organization and beyond to promote and advance technical cooperation.
14. Advocates, coordinates, and builds partnerships with regional and national counterparts, HQ technical departments and negotiates with EU and development partners (EU, UN and bilateral) to harmonize recommendations on policies and strategies related to WHO (EPW and GPW)
15. Perform all other related duties as assigned.
REQUIRED QUALIFICATIONS
Education
Essential: University Degree (Master's level) in Public Health, or a social science relevant to the position Desirable: Additional university degree in one of the above fields.
Experience
Essential: At least ten years of relevant work experience building partnerships in the area of public health and/or health systems and/or health and development sector; at national and international levels. Desirable: Relevant work experience at country-level, regional and/or headquarters in a WHO or an UN agency, providing technical advice and services to Member States and other partners in the domain of public health. Demonstrated relevant experience in the field of health and EU Policies. Relevant work experience with the EU and its stakeholders, such as NSAs.
Skills
Strong networking, negotiation, coordination and diplomatic skills. Demonstrated knowledge of geopolitical international context, international health and aid development and related socioeconomic issues. Demonstrated knowledge of the EU, its structure and policy forming process. Demonstrated ability to conduct research and analyze results, identify issues, formulate opinions, make conclusions and recommendations. Strong organizational and project management skills.Emotional intelligence; Ability to identify and manage one's own emotions, as well as helping others to do the same.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3534 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
