Org. Setting and Reporting The position is located in the Office of the Chief of Mission Support of the United Nations Mission to Support the Hudaydah Agreement (UNMHA). The incumbent will be based in Hudaydah, Yemen and will report to the Chief of Mission Support.

Responsibilities The Senior Administrative Officer contributes to the implementation of the mission’s mandate by providing the necessary managerial, logistical and administrative support required, including areas such as budget, finance, human resources management, logistics, information technology, communications, transport, facilities management, etc.

Within the limits of delegated authority, the incumbent will be responsible for performing the following duties:

  • Acts as adviser on management matters pertaining to logistics, human resources, budgeting and finance and general administration;
  • Ensures development, preparation, coordination and monitoring of work plans, strategies and programmes for the administrative activities of the Mission in Hudaydah and takes the lead in securing the required human and financial resources;
  • In cooperation with other offices of the Mission, plans and forecasts the personnel, financial and logistical requirements of all Mission components in Hudaydah;
  • Exercises budgetary and administrative control;
  • Certifies mission expenditure in line with the delegation of authority sub-delegated by the Head of Mission;
  • Reports on all administrative, logistical and financial matters;
  • Drafts guidelines, reports and correspondence on a wide range of issues for the Chief of Mission Support and ensures that all relevant UN rules and regulations and policies are adhered to;
  • Drafts responses to correspondence required from the Office of the Chief of Mission Support on administrative/policy documents;
  • Provides advice and assists supervisors on areas of problem solving and dealing with ad-hoc issues that arise and undertakes tasks and special projects, such as Security/Evacuation Plan, welfare activities, etc as requested;
  • Undertakes evaluation of support provided by the Mission Support Sections to the various parts of the Mission;
  • Monitors implementation of Audit/Board of Inquiry recommendations;
  • Writes and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budgetary Questions, the General Assembly and other policy-making organs, as appropriate
  • Coordinates the development, establishment and maintenance of sound policies, procedures, standards and tools that are consistent with UN policies and best practices in order to ensure proper accounting, financial management and control
  • Assists the in the supervision Air Safety matters in the Mission
  • Coordinates with Security operations in the Mission;
  • Liaises with the Offices of the Head of Mission as well as Chiefs of Services and Sections on administrative issues/activities;
  • Liaises with local authorities, UN / Agencies / Funds and Programmes or other parties on behalf of Mission Support Division;
  • Represents the Mission Support Division at regular meetings with other UN Agencies;
  • Maintains direct liaison with the Resident and External Auditors;
  • Reviews all audit observations submitted and drafts appropriate responses in consultation with the Chief of Mission Support;
  • Represents the Chief of Mission Support in various standing Boards and Committees, such as Property Survey Board (PSB), Claims Review Board (CRB), and may act as alternate/ Chairperson of the Local Committee on Contracts;
  • Oversees the Welfare Programme of the Mission.
  • Vets requests for support from external parties and approves requests within delegated authority or, where appropriate, submits such requests for consideration of the CMS.

Education An advanced university degree (Master’s degree or equivalent) in business or public administration, human resources management, finance, accounting, or related field is required. A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience overseeing a combination of at least four of the following areas of administration: policy and planning, supply chain planning logistics, procurement, budget, finance, or human resources management, five years of which at the international level, preferably in the United Nations field experience or other international organization is required

Experience in handling complex organizational issues, drafting high-level reports, notes verbale to governmental authorities, code cables, administrative directives or instructions, as well as in representing the Office in the highest fora of inter-governmental bodies and policy-making organs is required.

Demonstrated experience in drafting MOUs or Letters of Agreement with Agencies, Funds and Programmes and other related entities and service providers is required.

Demonstrated ability to develop Financial Agreements is highly desirable.

Experience in programme / project management and in the use of financial modules of SAP or other similar ERPs is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of Arabic is desirable.
