Org. Setting and Reporting This position is located in the Department of Global Communications (DGC).

The Executive Office is responsible for all financial, personnel, information technology service and general administrative matters concerning the Department.

The Senior Administrative Officer reports to the Executive Officer. This position is available for an initial period of six months, with the possibility of extension.

Responsibilities Within delegated authority, the Senior Administrative Officer will be responsible for the following: -Identifies potential management reviews of high sensitivity and complexity; Defines problems to be addressed in management reviews; directs the work of review teams through all stages; -Takes responsibility for the formulation of polices and planning in the area of budget and finance; -Provides advice and support to DGC senior management in such areas as special reviews of operational objectives and related administrative policies/procedures; -Oversees the Department’s budget planning, preparation, implementation and monitoring of the regular programme budget; -Coordinates all activities relating to audits and risk management; Monitors and follows-up on the implementation of audit/review recommendations on administrative matters; -Oversees the management of budget, finance and human resource administrative matters as it relates to programme delivery; -Oversees the management of voluntary contributions, extra budgetary, and cost recovery resources. Takes responsibility for client and donor relations management and coordinates substantive and financial reporting to donors and clients using the services offered by DGC; -Reviews departmental requirements and oversees procurement, property management, official travel, hospitality and other miscellaneous finance activities; -Monitors the overall submission and management of budgetary, financial requests across the Department and provides guidance and direction on business and resource planning; -Oversees and monitors all transactions related to accounts payable and receivable, ensuring they are processed in accordance with the organizations Financial Rules and Regulations; -Takes the lead in the formulation of project plans pertaining to the Executive Office; -Oversees the management of the Department’s IT enterprise systems, office automation initiatives, and best practices in the area of administration.

Education Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with two years qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in administration, budget, finance, or related field required.

Experience in the administrative and financial policies and practices of the United Nations or similar international organization.

Experience in the budget preparation module of an Enterprise Resource Planning System (such as Umoja) is required.

Experience in an Executive Office or similar environment is desirable.

Experience in the funds management, grants management, source to acquire and travel modules of an Enterprise Resource Planning system (such as Umoja) is desirable.

Languages Fluency in English is required; knowledge of another official UN Language is desirable. Knowledge of another UN official language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
