Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Communication Division raises the organization's profile, informs policies and influences attitudes, behaviours and decisions related to the environment worldwide.

This post is located in the Operations Unit, Communication Division, UNEP at the Nairobi duty station. Under the direct supervision of the Chief of Operations, the incumbent will be responsible for the following duties:

Responsibilities 1. REQUISITIONING AND CONTRACT MANAGEMENT

a. Acts as the lead requisitioner for the full range of activities relating to the acquisition of goods and services in the Division, such as raising shopping carts and/or low value acquisition purchase orders, raising service entry sheets, reviewing goods received records and requesting payments of invoices. b. Coordinates and follows up with all involved stakeholder, internal and external, to ensure timely and efficient completion of acquisition of goods and services. c. Reviews invoices received against issued purchase orders to ensure correct recording of expenses and payments. d. Independently prepares the annual Division acquisition plan and submits it to the relevant office. e. Manages the Division owned contracts, monitors performance against established Key Performance Indicators, engages with the end users and takes early action prior to the expiry of the contract or the contract ceiling amount. f. Audits the contractors' invoices against the goods and services provided by the contractor and approved by the UN. g. Processes the payment of contractors' invoices and monitor payments.

2. TANGIBLE AND INTANGIBLE PROPERTY MANAGEMENT

a. Acts as property management focal point for the Division. Maintains up-to-date records of all serialized and relevant non-serialized equipment. b. Issues gate passes for all equipment that is removed from the UN compound. c. Maintains a record of all custodians and equipment hand-over notes. d. Liaises frequently with the Property Management Unit and other internal stakeholders. e. Coordinates the physical verification for the Division equipment. f. Maintains up-to-date records of all intangible property, e.g., licences, subscriptions, and performs related tasks. g. Liaises frequently with the Facilities Management Unit for maintenance and repairs required in the Division.

3. HUMAN RESOURCES MANAGEMENT

a. Coordinates various actions related to the administration of the unit¿s human resource activities, e.g., recruitment, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. b. Oversees the maintenance of vacancy announcement files and keeps track of status of vacancy announcements. c. Acts as Time Administrator. d. Provides advice and answers general queries on classification procedures and processes. e. Monitors staffing tables for a variety of human resource activities, e.g., appointments, retirement, expiration of appointments, reassignments, transfer and movement of staff.

4. GENERAL ADMINISTRATION

a. Acts as main focal point for the Host Country Unit activities. b. Provides guidance, training and daily supervision to other general service staff in the area of responsibility. c. Identifies and resolves diverse issues/problems as they arise and determines appropriate actions. d. Coordinates extensively with service units and liaises frequently with internal team members. e. Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. f. Assists with visualizations and updating information material such as web pages or brochures. g. Performs other related administrative duties, as required.

Operates in compliance with organizational regulations and rules. Supports subordinates, provides oversight and takes responsibility for delegated assignments. Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education High school diploma or equivalent is required.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application. Having passed the Administrative Support Assessment Test (in English) at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.

The GGST is administered to applicants when required before the administration of a written assessment and/or interview.

Work Experience A minimum of ten (10) years of progressively responsible experience in administration, finance, human resources, procurement, or related area, is required.

Work experience in the last five (5) years with large Enterprise Resource Planning Systems, such as SAP or Oracle, is required.

At least two (2) years of experience as a requisitioner of goods and services for United Nations system organizations, large non-governmental organizations, or similar, is required.

Experience with analysis of volumes of data of complex formulas, formatting, charts and pivot tables in Microsoft Excel is desirable.

Experience with information management and business processes systems, such as SharePoint, is desirable.

One (1) year or more of experience in data analytics or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
