Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The Multilateral Fund for the Implementation of the Montreal Protocol (MLF) is dedicated to reversing the deterioration of the Earth's stratospheric ozone layer. It was established in 1991 as the financial mechanism of the Montreal Protocol to assist developing countries (Article 5 countries in the language of the Protocol) in complying with their obligations under the Montreal Protocol. The Multilateral Fund is managed by the Executive Committee and is assisted by the Fund Secretariat, located in Montreal, Canada and administered by UNEP (www.multilateralfund.org). This post is located in UNEP/MLF at the Montreal duty station.

Under the overall supervision of the Chief Officer, MLF, the incumbent will perform the following duties:

Responsibilities 1. Administration of the Multilateral Fund Secretariat and its operation: - Provide all administrative services for the smooth operation of the Fund Secretariat in serving the Executive Committee. - Advise the Chief Officer, and all staff in the Fund Secretariat on all financial matters. - Prepare the Fund Secretariat budget for review and approval by the Executive Committee, make budget presentations and negotiate with Executive Committee members the level of funding required. - Manage procurement of goods and contracts of services and logistics of the meetings of the Executive Committee, both in Montreal and when held abroad. - Provide cost estimates for activities annually funded through voluntary contributions - Coordinate internal and external audits and respond to all queries and observations as well as follow on up implementation of audit recommendations.

2. Working with the Treasurer on the general management of the Multilateral Fund resources, preparation of documents, studies and updates on various issues: - Coordinate with the Treasurer on the payments to the Multilateral Fund made by the Parties through cash payments, both in US dollars and national currencies using the fixed-exchange rate mechanism and bilateral assistance programmes. - Review and provide adjustments to the report to the Executive Committee on the Status of the Fund and prepare instructions to the Treasurer requesting action on transfer of funds. - Follow up and implement the decisions of the Executive Committee and the Parties to the Montreal Protocol on policy issues related to the Treasurer. - Ensure that the bilateral cooperation assistance is recorded correctly within the triennium. - Advise on the possible actions on the Multilateral Fund outstanding pledges and the calculation of the carry-over of the Multilateral Fund to be brought forward from one replenishment period to the next one. - Initiate and carry out any other studies which the Executive Committee or the Meeting of the Parties to the Montreal Protocol may request.

3. Monitoring and management of the implementing agencies financial reports to the Executive Committee: - Monitor the utilization of the financial resources to determine the unutilized balances to be returned. - Review the accounts and coordinate the joint annual reconciliation of the accounts exercise together with the Treasurer and the implementing agencies.

4. Management of human resources and host country agreement: - Manage staff and human resources functions in the Fund Secretariat and assist the Chief Officer in assessing and identifying changing needs, preparation/updating of job descriptions and handling the recruitment process with UNEP/UNON. - Facilitate new Secretariat staff entry and settling into Canada and induction into the UN and Secretariat activities and operations. - Plan the human resources requirements for the Secretariat and ensure timely availability of support services in accordance with the UN Financial Regulations and Rules. - Liaise with host country Federal and Provincial authorities on administrative matters related to the implementation of the Headquarters Agreements and supervise the issuance of identity papers, visas and other official documents.

5. Miscellaneous tasks: - Participate in negotiations on, and implementation of agreements in collaboration with UN organizations. - Perform other duties as requested by the Chief Officer, and as might arise from unforeseen circumstances.

Education Advanced university degree (Master's degree or equivalent) in business administration or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in budgeting and financial management and administration or related area, is required.

Experience working with a large-scale international or multi-national organizations is required.

Experience working with other multilateral financial institutions or MEAs in general administration, financial and human resources is desirable.

Experience in applying financial mechanism policies and guidelines is desirable.

Languages English and French are the two working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Working knowledge of French is desirable. Knowledge of another official UN language is desirable.

NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.
