Job Description

Job Overview/Summary: The Senior Access, and Safety and Security Officer (Sr. ASSO) for Partnership is responsible for providing support to all the existing and future IRC partners in Myanmar on the humanitarian, access, Safety and security functions (HASS). This includes, but not limited to development and/or revision of policies, security management plans, standard operating procedures and other HASS related tasks with partners.

Under the support of the Sr. Access, Safety and Security Coordinator (Sr. ASSC), the Sr. ASSO for Partnership will actively develop and roll out all initiatives related to capacity sharing with partners in collaboration with partnership and programs units.

Major Responsibilities:

Capacity Sharing with Partners

- Support the Partner Project Capacity Review process through data collection and documentation. - Contribute to Partnership Project Opening, Review and Closure Meetings, including to provide key finding of challenges, and lessons learned with the partner, capturing effective HASS practices for future partnerships. - Support the coordination and delivery of training programs for implementing partners. - Help develop and adapt training materials to address access and security risks. - Design and facilitate the delivery of high-quality learning programs in accordance with the Sr. ASSC. - Maintain records and track progress of partner capacity-sharing initiatives. - Coordinate mainly with partnership team to facilitate HASS project support interventions as HASS focal point for IRC partners - Assess the security incident information, especially from partner coverage area by collecting from formal and informal network and/or the team and provide monthly incident tracker. - Manage the filing system/documentation of all HAS capacity sharing initiatives. - Help monitor and implement partner security and access policies and guidelines. - Provide, review and update HASS budget plan for partnership quarterly. - Ensure the IRC is learning from partners, including with respect to humanitarian access and security management

Position Reports to: Sr. Access, Safety and Security Manager Position directly supervises: Sr. Access, Safety and Security Manager

Position Technically supported by: Sr. Access Safety and Security Coordinator

Internal: HASS team, Partnership Team, Program Leads.

External: Partner organizations

Qualifications

Education

- Bachelor’s degree or a related field preferred.

Experiences

- Minimum of 2 years of professional experience in a similar role. - Experience working with local NGOs or partners.

Competency

- Good organizational and communication skills. - Basic knowledge of humanitarian principles, risk management, and security challenges. - Ability to work collaboratively with diverse teams. - Proficiency in MS Word, Excel, and PowerPoint.

Language

- Fluency in English (written and verbal); Additional ethnical language is an asset.

Travel Requirements

- Willingness to travel up to 30% of the time to field sites.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
