Result of Service Through the consultancy, non-State Stakeholder Groups will be led through consultations and review of Sendai Framework implementation and associated challenges, gaps, and recommendations for acceleration and amplification. Analysis of submissions emanating from both consultations and independent submissions will be captured in a Stakeholders report that will be an important input to the MTR SF, and complement to the inputs of Member States.

Duties and Responsibilities Background

The Sendai Declaration and the Sendai Framework for Disaster Risk Reduction 2015-2030 (SF) adopted by the 3rd United Nations World Conference on Disaster Risk Reduction 2015, were subsequently endorsed by Member States in the United Nations General Assembly. The SF provides the framework for all-of-society and all-of-State institutions engagement in preventing and reducing disaster risks posed by both natural and man-made hazards and related environmental, technological and biological hazards and risks. The MTR SF is a one-off and core requirement of the UNDRR, called for by the United Nations General Assembly, the UN Secretary-General, and the Sendai Framework itself as part of the follow-up and review of its implementation. The MTR SF provides the opportunity for Member States and other stakeholders to examine lessons from the implementation of the SF framework to date, as well as risk reduction actions made in support of other relevant agreements, conventions and frameworks, and identify potential policy adjustments and new implementation modalities for the second half of the period of the Sendai Framework, that amplify and accelerate efforts to realise its outcome and goal, and those of the 2030 Agenda for Sustainable Development amongst other global agreements, frameworks and conventions.

Duties and Responsibilities

UNDRR seeks to engage a consultant to support a stocktaking of progress and challenges in implementing the Sendai Framework from the perspective of Stakeholder Groups. The work will be undertaken in close collaboration with the SEM, which brings together UN Major Groups and other non-State Stakeholders, through 22 different groups. The consultant will produce an analysis highlighting the status of Sendai Framework implementation, since its adoption in 2015, including associated highlights, challenges, gaps and recommendations for course correction. Under the supervision of the Senior Coordinator, MTR SF and in close liaison with the MTR SF Programme Officer in the Director’s Office (DO), the consultant(s) will support the development and roll-out of structured consultations and reviews at regional, national and local levels, led/facilitated/moderated by UN Member States, UN System partners and/or Stakeholders. The consultant will develop a report containing an analysis of the current progress on Sendai Framework implementation, as well as recommendations of key means to accelerate implementation from the perspective of non-State Stakeholder Groups. It will be conducted in line with the MTR SF Consultations, Stocktaking and Review Guidance for Stakeholders.

The analysis should assess progress on integrating disaster risk reduction into policies and programmes at all levels relevant for the various Stakeholder Groups. The analysis should also review progress in integrating DRR into sustainable development and climate activities relevant for Stakeholder Groups. It should identify good practice, gaps and challenges and means to accelerate the path to achieving the goal of the Sendai Framework and its targets and risk-informed sustainable and regenerative development. The analysis should also consider the outcomes of the MTR SF consultations, stocktaking and review by Stakeholder Groups. The broad and diverse identities of the various Stakeholder Groups will need to be accounted for during the analysis. It may not be possible to conduct a detailed review of the Sendai Framework implementation for all Stakeholder Groups. In consultation with SEM, the specific focus points of the analysis (commonly encountered challenges or recommendations or cross-cutting themes of particular importance) will need to be defined and should draw on those identified by the MTR SF\.

The stocktaking exercise will inform the MTR SFthat takes place concurrently and concludes in 2023. Working in close collaboration with UN Major Groups, the SEM Advisory Group and UNDRR, the consultant will undertake the following activities: - Consultation with SEM Advisory Group and UNDRR on the process and modality of stocktaking exercise - Development of methodology for data collection including questions to be addressed to Stakeholder Group representatives (including and beyond the SEM) through the stocktaking exercise -Develop a framework for identifying key thematic priorities and incorporating additional stakeholder inputs into a deeper inquiry - Review of existing documentation and progress reports relevant to the implementation of the Sendai Framework for different thematic domains, Stakeholder constituencies, as available publicly and provided - Coordinate with SEM Advisory Group and collect data through SEM and beyond and, as relevant, through other mechanisms (public calls or surveys) - Guide and support stakeholders to work on the MTR SF consultations and reviews in coordination with Member States. - Prepare a brief report on the stocktaking exercise, synthesizing highlights, challenges, gaps and recommendations, highlighting specific cross-cutting recommendations or themes, as relevant - Present findings to SEM Advisory Group and UNDRR to collect inputs and feedback to be incorporated into the MTR SF Main and Synthesis report

Qualifications/special skills Academic Qualifications: Advanced university degree (Master's degree or equivalent) in social and political studies, public affairs, development, disaster management or another demonstrably relevant field is essential. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: A minimum of seven years of progressively responsible experience in research, analysis, programme management and evaluation in areas related to disaster risk reduction is required Proven successful record of consulting/publishing experience in policy-focused research on disaster risk reduction related topics is required Proven experience as a consultant and the ability to work independently and remotely is required Proven experience in designing research studies, conducting data collection from a wide group of stakeholders and development of reports is required Experience in integrating DRR into development and climate policies, programmes and investment is desirable Language: Fluency in English is required French and/or Spanish are an advantage
