Org. Setting and Reporting This position is located in the Security Training Unit within the Integrated Security Workforce of the United Nations Support Mission in Libya (UNSMIL). The position is based in Tripoli, Libya (Tripoli is classified as a Hardship "E" duty station and a non-family duty station). The incumbent will be under the overall supervision of the Chief Security Advisor (CSA), reporting through the Chief Security Officer (CSO).

On 31 January 2022, the Security Council, by its resolution 2619 (2022) renewed the mandate of United Nations Support Mission in Libya (UNSMIL) through 30 April 2022, by roll-over of its resolutions 2542 (2020) of 15 September 2020 , 2570 (2021) of 16 April 2021 and 2599 (2021) of 30 September 2021. The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to GNA-led efforts to stabilize post-conflict zones, including those liberated from Da’esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities Within delegated authority, the Security Training Officer will be responsible for the following duties:

  • Assists in the management of a Security Training unit at the mission HQ; may be appointed to manage such a unit in regional offices, supervise the unit’s staff and their performance, prepare the unit’s work plan, prepare the budget.
  • Assists in identifying and addressing the security training gaps at the security section level; contributes for the security training to be delivered at the mission level for Security and non-security personnel.
  • Analyses problems and objectives and develop by orderly method of identifying, developing and evaluating a set of planned strategies targeted for attaining the training unit goals.
  • Delivers and implements competency Based Learning (CBL), modules, lessons and courses as appropriate.
  • Conducts Client, Performance and Training Gap Analysis as part of the Training Development Process.
  • Contributes to reviewing and preparing dynamic CBL learning Programmes of Instruction (POIs), including training in response to emergency crisis situations, using current training material modules, practical applications, guidebooks and CBL methodologies.
  • Conducts competency-based evaluations in accordance with requirements stipulated by the IASMN Security Training Working Group.
  • Coordinates administrative issues, ensuring that all venues and logistics required for the training and learning activities are provided.
  • Contributes to the security training reports for all learning programmes; provides recommendations to enhance CBL POIs.
  • Provides advice, guidance and support on security learning affecting UN personnel mission or regional office-wide, as required.
  • Assists and participates as a facilitator for security training conducted by Agencies, Funds, Programmes and Organizations of the United Nations Security Management System (UNSMS).
  • Participates, assists and deliver to the UN DSS standardized programmes of instructions being delivered at the mission level (such as Weapons Re-qualification Programme, Driving, Medical training, and Security Certification Program, Hostage Incident Management)
  • Contributes to and conducts learning needs assessments and identify areas for change or modification as required.
  • Performs other duties as required.

Education - High school diploma or equivalent technical or vocational certificate is required.

  • UNDSS certification in any of the following is required; UNDSS Security Trainers Development Course (TDC); Safe and Secure Approach in Field Environment (SSAFE); Firearm Training Officer (FTO/FTI); Instructor Individual First Aid Kit (IFAK).

  • UNDSS certification in any of the following is desirable (and depending on direction taken, will be expected for future advancement in this field): Emergency Trauma Bag (ETB) Instructor; Tactical/Defensive Driving Instructor; Control and Restraint Instructor; Close Protection Officer Certification (RCPOC); UNDSS Security Certification Programme (SCP) Instructor; UNDSS Local Security Assistant (LSA) Instructor; Security Analysis Process and Practice (SAPP); Hostage Incident Management (HIM).

    Work Experience A minimum of ten (10) years with high school diploma or equivalent technical or vocational certificate (five years with a first-level university degree) of progressively responsible experience in military, police or security management, including at least one (1) year at the international level in a conflict or a high-risk environment is required.

    A minimum of two (2) years of planning, developing, coordinating, and delivering policy-based training programmes in various formats (workshops, manuals, tutorials) is required.

    A minimum experience of three (3) years planning and delivering training on UNDSS certification programmes (or other similar security training programmes) is desirable.

    Experience in the practice of Training of Trainers is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of Arabic is desirable.
