Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Under the immediate supervision of the Senior Security Sector Reform Officer and the direct supervision of the Strategic Security/Maritime Adviser, the UN Volunteer will undertake the following tasks:

The UN Volunteer will support development and implementation of a comprehensive national security strategy. Within delegated authority, s/he will be required to undertake the following:

  • Support the work of the Comprehensive Approach to Security (CAS) relating to Strand 2, Security, Justice and Rule of Law, centred around the National Security Architecture Agreement, and the UN Country Team (UNCT) in relation to Pillar 2 (Security) of the National Development Plan.

  • Research and provide advice on sector-wide strategies and policies, mission plans and directives, best practice and technical standards in relevant area(s) within the UN’s overall framework and for security sector reform; Drafts various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.

  • Work on generating technical inputs for all aspects of SSR programmes/projects and related activities, as well as technical advice and assistance to key parties (e.g. Rule of Law pillar, established Commissions, government officials, UN entities, donors, etc.); consults with relevant stakeholders through inclusive and participatory processes, ensuring appropriate integration and linkages with critical areas/components of the SSR process;

  • Initiate and coordinate outreach activities relating to training workshops and budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.);

  • Participate in programmes/projects, field missions, etc., including provision of guidance to external consultants, government officials and other parties and drafting mission summaries; reviews relevant documents and reports; identifies problems and issues to be assessed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions;

  • Establish and maintain contacts and partnerships with key officials and other actors (national and international) inside and outside the organization in assigned areas of responsibility with a view to pursuing SSR objectives;

  • Perform other related duties as required or directed by Director ROLSIG and Senior SSR Officers;

When working with (including supervising) national staff or (non-)governmental counterparts, including Implementing Partners (IPs), the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training

Qualifications/Requirements

Required degree level:

Master degree or equivalent

Education - Additional Comments:

Advanced university degree (Master’s degree or equivalent) in security sector studies, social sciences, political science, law, international relations, development studies, administration, finance or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree

Required experience:

36 Months

Experience remark:

  • A minimum of 3 years of progressively responsible experience in development work generally, and in peacekeeping/peace-building operations in the field particularly is desirable.
  • Previous experience in Security Sector Reform policy development and/or programme/project planning, management, review and evaluation, or related areas is required.

Language skills:

  • English(Mandatory), Level - Fluent

Area of expertise:

Other security and protective services experience

Area of expertise details:

  • Previous experience in United Nations peacekeeping missions, including in supporting the transition of security functions from peacekeeping to national security agencies, is desirable.
  • Work experience with national security architecture or small arms management is desirable.
  • Knowledge and experience of Office software, especially Microsoft Excel and Microsoft PowerPoint.
