The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support, and oversight of the United Nations security management system (UNSMS) globally. The Security Operations Officer will report to the Chief Security Adviser (CSA) through Chief of the Security Information and Operations Center (SIOC) on all issues related to security operations including the Jerusalem Security Operations Center (JSOC) and coordination with the Gaza SOC.

Responsibilities

Within delegated authority, the Security Operations Officer will be responsible for the following duties: • Prepares draft of Security Risk Management and security plans, including all aspects related to elaboration, development, implementation and updating of the documents. • Maintains continuing lines of communication with security focal points to ensure maximum security coordination. • Serves as a member of the Security Cell and participates in the Security Management Team, contributing to implementation and evaluation of the effectiveness of the security plan. • Assesses prevailing local security conditions, identifying security trends and advising UN staff, project personnel and dependents on potential security problems., such as, kidnapping, armed attacks, arrest and detention. • Maintains an ongoing evaluation of air, land and all evacuation routes and resources for use in emergencies, ensuring the availability of vehicles, aircraft, vessels, fuel supply and assessable roads. • Ensures that fire detection devices and fire-fighting equipment are available on the premises. Maintains fire evacuation plan and conducts fire drills and training as necessary. • Maintains office security by conducting physical security inspections of facilities, issuance of identity cards, if possible background checks, and entry control. • Provides advice and training to staff and dependents on residential security measures such as window guards, alarm systems and locks to minimize burglar intrusions. • Maintains dialog with authorities and international institutions such as Red Cross/Red Crescent in the event of natural disasters. • Ensures availability of emergency communications system by making periodic checks to determine if system is functioning properly; arranges for necessary repairs or adjustments. • Investigates accidents involving UN vehicles and prepares report of findings. • Investigates security-related incidents involving UN staff members, project personnel or eligible dependent. • Assumes responsibility for guard force management as required. • Maintains protection detail for senior officials as necessary. • Conducts security training in such subjects as the security management system, responsibilities of Area Coordinators and Wardens and personal security awareness. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties, as may be assigned by the CSA and or Chief SIOC.

Education

Advanced university degree (Master's degree or equivalent) in business or public administration, political/social science, psychology, criminal justice, law, international relations, security management or a related field is required. A relevant first-level University degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma from a police or military education institution, college or academy obtained over a minimum of three-year period.

Work Experience

A minimum of five years of progressively responsible experience in international relations, disarmament affairs, conflict resolution, crime or terrorism prevention, security, risk or disaster or emergency management and preparedness in the public or private sector areas responsible for responding to emergency situations that directly impact security is required. Experience in planning, design, implementation, or review of risk mitigation measures related to operations impacted by insecurity is required. A minimum of two years of experience in the last five years working within the UN Common System or comparable international organization or nongovernmental organization in a conflict or post-conflict environment, out of which one year at the international level is desirable. Specialized experience in such areas as security programmes, security planning, security operations, risk assessments, or analysis is desirable. Experience in using applied analytical, business intelligence, information management to advance decisions, strategies and execution is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required. Knowledge of another official United Nations language is desirable. Note: Fluency equals a rating of "fluent" in all four areas (speak, read, write and understand). Knowledge of equals a rating of "confident" or "fluent" in at least two of the four areas.
