Org. Setting and Reporting This position is located within the United Nations Investigative Team for Accountability of Da'esh / ISIL (UNITAD) and will be based in Erbil, Kurdistan Region, Iraq. The Security Officer reports to the Chief Security Officer through the Deputy Chief Security Officer.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da'esh) in Iraq.

Responsibilities Within limits of delegated authority, the Security Officer, FS-5, will be responsible for the following duties:

•Assist the Chief/Deputy Chief Security Officer in the management of the administrative component and/or supervise Erbil Security Unit, as assigned. •Maintain office security by conducting physical security inspections of facilities. •Draft and update security risk assessment, management processes and contingency plans for the security unit. •Monitor prevailing local security conditions and trends and advises UNITAD personnel, and eligible dependents on security issues. •Serve as a member of the Security Cell, contributing to implementation and evaluation of the security plan. •Monitor air, land and sea emergency evacuation capability; conducts evacuation exercises. •Assist in the evaluation accessible areas, maintain tracking systems and assist in the coordination of a 24-hour Emergency Response System. •Contribute in security risk assessments for the area of operations. •Liaise and exchange of security-related information with all components of the mission, other UN agencies and DSS in the area. •Monitor, conduct and coordinates security operations. •Maintain continuing lines of communication with security focal points and other UN or non-UN stake holders. •Brief the Chief Security Officer or Deputy CSO on the status, activity and requirements of the unit. •Ensure that fire prevention devices and fire-fighting equipment are available on the premises; Maintain fire evacuation plan and conducts fire drills and training as necessary. •Assume responsibility for guard force management; Monitors and evaluates office physical security measures and conducts security surveys of installations and facilities; timely coordination with CSO/DCSO for implementation of security measures. •Provide advice and conduct briefings and trainings to UNITAD personnel and eligible dependents on security matters, as assigned. •Investigate security-related incidents involving UNITAD personnel, project personnel or eligible dependents. •Contribute in identification of gaps in existing capability and make recommendation for amendment where necessary. •Assist in planning/security documentation of protective services for Senior UN Officials, as necessary. •Support and coordinate UNITAD field missions as required. •Provides security support to Witness Protection and Support Unit and Field Investigation Unit when planning and conducting interviews. •Prepare Statements of Requirement and provides technical specifications for the procurement of section security equipment. •Monitor Security equipment and ensures minimum equipment requirements are purchased, maintained and deployed in accordance with relevant policy. •Coordinate issuance of identity cards, background checks and entry controls, as appropriate. •Establish and manage separate warden system for international and national UNITAD personnel as per the policy. •Act as Duty Officer within the Security Section, if needed. •Perform other duties as required.

Education High School diploma or an equivalent diploma is required.

Work Experience A minimum of eight (8) years of progressively responsible experience in the military, police, security management or analysis with a military, police or international security management organization is required, including at least two years experience and exposure at the international level and at least one year of experience in a conflict and post conflict environment. Experience in the international tribunals or similar environment is desirable. Experience working in the Middle East is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
