How can you make a difference?

Under the direct supervision of the Security Specialist, the Security Officer (Access and Data) provides technical, operational and administrative assistance in security management and services through the application of theoretical and technical skills in researching, collecting, analyzing and presenting technical security related information/data while learning organizational/UN system rules, regulations and procedures in the area of security management and emergency/crisis preparedness.

Specifically, the Security Officer (Access and Data) is responsible for assisting the Security Specialist and Security and Access Manager in providing technical, operational and administrative assistance in support to security data and access coordination and notification. In carrying out the below duties the incumbent is expected to follow instructions precisely and in strict compliance with supervisor’s instructions and UN Security related policies, rules and procedures.

Summary of Key Functions and Accountabilities

Access and movement

  • Input and submission of coordinated movement requests for UNICEF programmes and staff.
  • Input and submission of movement notification requests for UNICEF programmes and staff.
  • Liaison with OCHA Humanitarian Notification and Liaison Team for the follow up and monitoring of UNICEF notification and coordination requests.
  • Liaison with UNICEF programme and transport sections to ensure synergy and confirmation of notified/coordinated movement.
  • Monitoring and reporting of UNICEF staff mission tracking.
  • Liaison with and submission of UNICEF static location notification requests to the Access Support Unit (ASU).
  • As required, and under the supervision of the Access and Security Manager, collate information on Access challenges and issues impacting UNICEF programmes in Gaza.

Safety and Security Services

  • Maintain staff lists of UNICEF staff posted or deployed in Gaza.
  • In consultation with HR, monitor the international staff R&R cycle as it applies to the Humanitarian Rotation Team mechanism.

Security Risk Management and Planning

  • Collect, record and report to supervisor all information related to the safety and security of UNICEF personnel and eligible family members, premises, assets and resources in accordance with UN and UNICEF Security Management Systems.
  • In close coordination with the supervisor, assist in the implementation of all technical requirements contained in the UN Security Plan, Minimum Operating Security Standards (MOSS), Residential Security Measures (RSM), and other relevant policies, guidelines, and assessments. Assist in providing technical support for all UNICEF contracted security providers.
  • Assist the supervisor in drafting UNICEF security documentation including security contingency plans and assist in the compiling of mandatory reports in accordance with UNICEF security reporting guidelines including Security Incident Reports (SIRs).

Security Networking and Partnership Building

  • Assist the supervisor in identifying appropriate liaison within the UNSMS/NGO community through UNDSS.

Innovation, Knowledge Management and Capacity building

  • Identify, capture, synthesize and share lessons learned for knowledge development and to build the capacity of stakeholders.
  • Implement capacity building initiatives to enhance the competencies of clients/stakeholders on security related preparedness and operations.

To qualify as an advocate for every child you will have…

Education:

A university degree in one of the following fields is required: Security Risk Management, International Relations, Conflict Analysis, Intelligence Analysis, Diplomatic Studies, Conflict and Security, Counter Terrorism or another relevant technical field. A university degree, combined with three years of relevant experience in security risk management of security analysis, would be considered.

Experience:

  • A minimum of one year of professional experience in global security risk management and/or security analysis is required. Demonstrated international security management experience and understanding of the United Nations Security Management System is highly desirable
  • Good IT skills.
  • Data input and data management.

Language Requirements:

Fluency in English and Arabic is required. A knowledge of Hebrew is desirable.

This position is not considered an elevated risk role. However, UNICEF reserves the right to conduct further vetting/assessment within the scope of child safeguarding as appropriate.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Otherwise, the selection will be cancelled.

Special Remarks: In the current evolving emergency context, this position will be based in Gaza where medical facilities have been negatively affected and individual chronic and/or serious medical conditions cannot be adequately addressed.

Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
