Org. Setting and Reporting This position is located within the Integrated Security Section of the United Nations Support Mission in Libya. The position is based in Tripoli, Libya (Tripoli is classified as a Hardship "E" duty station and a non-family duty station). The incumbent will be under the overall supervision of the Chief Security Adviser who leads the UNDSS-UNSMIL Integrated Security Workforce (ISW) of Libya.

On 31 January 2022, the Security Council, by its resolution 2619 (2022) renewed the mandate of United Nations Support Mission in Libya (UNSMIL) through 30 April 2022, by roll-over of its resolutions 2542 (2020) of 15 September 2020, 2570 (2021) of 16 April 2021 and 2599 (2021) of 30 September 2021. The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to GNA-led efforts to stabilize post-conflict zones, including those liberated from Da’esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire

Responsibilities Under the supervision of the Chief Security Information Operations Center (SIOC), the Security Officer, FS-6, is responsible for the following duties:

•Contributes to the CSA and Security Coordination Officers as directed by Chief SIOC in executing ISW security management procedures and/or supervises the SIOC Operations Unit, as needed; •Strategizes and develops effective security and contingency plans involving SIOC Operations; •Conducts assessment of prevailing local security conditions, identifying security trends and advising UN personnel, project personnel and eligible dependents on security issues; •Serves as a member of the Security Cell, implements and evaluates the security plan; •Evaluates emergency evacuation capability; assists in the supervision of evacuation exercises and recommends appropriate actions; •Determines accessible areas, maintains tracking systems and coordinates a 24-hour Emergency Response System; •Revises the Traffic Light Systems (TLS) for Tripoli periodically in coordination with SIOC Information and UNCT security colleagues for the area of operations; •Monitors, conducts or coordinates security taskings for UNSMIL/UNCT field missions requiring ISW security support; •Maintains continuing lines of communication with host authority security focal points and other UN or non-UN stake holders; •Briefs the Chief SIOC on the status, activity and requirements of the unit; •Conducts physical security inspections of facilities; •Provides advice and training to UN personnel and eligible dependents on security matters; •Assists investigation of security-related incidents involving UN personnel, project personnel or eligible dependents; •Identifies gaps in existing capability and recommends amendment accordingly; •Participates in the planning process of protective services for Senior UN Officials, as necessary; •Drafts Statements of Requirement and provides technical specifications for the procurement of section security equipment; •Participates in the inspection of security equipment and ensures minimum equipment requirements are purchased, maintained and deployed; •Manages a warden system according to policy; •Acts as Duty Officer within the Security Section; •Performs other duties as required.

Education High school diploma or equivalent technical or vocational certificate is required.

Job - Specific Qualification UNDSS certification in any of the following is desirable: Security Certification Program, Security Analysis Practice and Process, Close Protection Officers Course, Security Investigation.

Work Experience A minimum of ten years with high school diploma or equivalent technical or vocational certificate (five years with a first-level university degree) of progressively responsible experience in security operations or similar within a military, police or security management is required.

At least two years’ experience and exposure at the international level and in a conflict or post conflict environment is required.

Experience in residential and physical security in a conflict or post-conflict and multicultural environment is required.

Experience in security planning, security operations, security risk assessment, standard operating procedures, coordination with local authorities and law enforcement agencies, emergency communication system, creating and implementing warden system is required.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in Arabic is desirable.
