UNOPS Hub in Amman

The UNOPS Hub in Amman implements projects on behalf of UN agencies and bilateral donors and in close coordination with the Government and national authorities. With an established presence across the region (Jordan, Iraq, Yemen, Syria, and Lebanon), the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules, and regulations of UNOPS, in order to support the response to the current needs and national priorities in the region.

UNOPS has been active in Iraq since 2004, delivering close to 50 projects worth over USD 260 million. UNOPS has a very strong relationship with the key counterparts at both central and regional government levels in Iraq. UNOPS operates from its Operational Hub in Amman, and supports its country office in Baghdad and its sub-office in Erbil.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Background Information - Job-specific

UNOPS is undertaking a four-year phase II project (including 12 months for the Defect Notification Period) that aims to improve basic living conditions for returnees in the liberated rural areas of Al-Anbar and Ninewa governorates through the rehabilitation of up to 875 housing units and restoration of decentralized services. The decentralized services component will entail the provision of solar street lighting, the rehabilitation of selected community roads, and of water and sanitation networks and/or stations. When feasible, the rehabilitated housing units will be connected to the restored decentralized services taking into consideration the whole neighbourhood. The rehabilitation of housing and basic services will be guided by a needs-based approach.

Functional Responsibilities

The Security Officer will be responsible for supporting the team with security field assessments, field visits, monitoring the security situation and will report to the international Field Security Advisor (FSA).

The incumbent is responsible for performing the following duties:

Technical Support-Security

  • Assists the international Field Security Advisor (FSA) in collecting, updating and communicating information regarding the security situation in Iraq;
  • Support the team with security field assessments and field visits;
  • Report online security incidents affecting the project personnel, offices and assets in coordination with the FSA;
  • Provides support in conducting security assessment and provides advice on security measures as well as on latest trends and threats to staff safety and security;
  • Assists in monitoring the compliance with the Security Risk Management measures and Standard Operating Procedures established in Iraq;
  • Maintains regular contacts with UNDSS and Security Focal Points of UN agencies in coordination with the FSA;
  • Represents UNOPS in UNSMS Security Cell Coordination meetings in the absence of the FSA.

General tasks (administrative and logistics) - Assists in maintaining updated personnel lists and submit to DSS in coordination with the FSA; - Provides general administrative assistance to the UNOPS FSA Iraq; - Providse the service of driving escort vehicle during the project field visits and missions with the assistance of a formal officer driver; - Maintains routine and confidential correspondence files/documents as needed; - Performs other duties as requested by the FSA.

Knowledge Building and Knowledge Sharing

  • Coordinates and supports in organising and conducting briefings, training courses on security awareness , preparedness and use of security equipment as required and in coordination with the FSA;
  • Acts as a Focal Point for information sharing between DSS and project personnel in coordination with the FSA.

Education/Experience/Language requirements

Education: - Minimum of 2 years of relevant working experience in the security sector, security risk management or related, is required.

  • Technical/Professional licence, University Degree (Master's or Bachelor's) in social or political science, law, public administration, business management or security management is desired and may substitute some of the required years of experience.

Experience: - A minimum of 6 years (or less depending on academic credentials) of progressively responsible experience in security management and coordination in Iraq and/or high risk area is required; - Demonstrated experience and exposure in cross-border and/or coordinating and monitoring security-related issues in Iraq is required; - Direct experience with the United Nations Security System is a strong advantage; - Ability to produce Standing Operating Procedures/Security Risk Assessments/Security Plans in accordance with UNSMS methodology is an asset; - High proficiency with computers, and other software/ platforms related to the position's field of expertise. Good experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slide; is required.

Language:

  • Full knowledge of English and Arabic languages is required.
