Org. Setting and Reporting
On 29 May 1948, the United Nations Security Council, in its resolution 50 (1948) called for a cessation of hostilities in Palestine and established the first peacekeeping mission headed by a UN Mediator with the assistance of a group of military observers to be known as the United Nations Truce Supervision Organization (UNTSO). UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSO’s mandate covers five countries, including Egypt, Israel, Jordan, Lebanon, and the Syrian Arab Republic. This position is located in the United Nations Truce Supervision Organization (UNTSO) in Jerusalem. Under the overall supervision of the Chief Security Officer (CSO) the Security Officer FS-5 reports to the Service Support Supervisor (SSS) on all Safety and Security issues.
Responsibilities
Within limits of delegated authority, the Security Officer, FS-5, may be responsible for the following duties: • Manages the daily operations and administration duties related to the functions of a Fire and Safety Focal Point; • Assists the CSO/DCSO/ in the office management procedures and/or supervises a Security Unit, as needed; • Develops and monitors the implementation of fire and safety as well as security contingency plans for UNTSO mission; • Assesses prevailing local security conditions, identifying security trends and advising UN personnel, project personnel and eligible dependents on safety and security issues; • Serves as a member of the Security Cell, contributing to implementation and evaluation of the security plans; • Evaluates air, land and sea emergency relocation/evacuation capability; and participates in the conduct of relocation /evacuation exercises and recommends appropriate action; • Determines accessible areas, maintains tracking systems and coordinates a 24-hour Emergency Response System; • Assesses the level of security risk for the area of operations; • Monitors, conducts or coordinates security operations; • Maintains continuing lines of communication with fire wardens, security focal points and other UN or non-UN stake holders; • Briefs the CSO/DCSO/ on the status, activity and requirements of the unit; • Ensures that fire prevention devices and fire-fighting equipment are available on the premises, including Outstations and Observation Posts (OPs); Maintains fire evacuation plans and conducts fire drills and training as necessary, in coordination with the CSO/DCSO/SSS; • Maintains office and premises security by conducting physical security inspections of facilities; • Assumes responsibility for fire and safety management; Monitors and evaluates office physical security and safety measures, and conducts surveys of installations and facilities; implements safety measures; • Provides advice and training to UN personnel and eligible dependents on safety matters, as assigned; • Identifies the training needs of Fire wardens and mission’s staff, in coordination with UNTSO Security Training Coordinator. • Supports the Security Investigation Unit (SIU) regarding safety and security-related incidents involving UN personnel, project personnel, personnel, eligible dependents and UN owned assets on UNTSO’s compound and Outstation/ OP assets • Identifies gaps in existing the Fire and Safety Unit’s capability and makes recommendation for improvement where necessary. • Assist during the planning of protectives services for Senior UN Officials, as necessary • Drafts Statements of Requirement and provides technical specifications for the procurement of Fire and Safety equipment. • Inspects Fire and Safety equipment and ensures minimum equipment requirements are purchased, maintained and deployed in accordance with relevant policy. • Supports with the issuance of UN identity cards, minor investigations and access control, as appropriate. • Supports the warden system according to policy; • Contributes to the 24/7 operations when necessary and acts as SIOC Duty Officer within the Security Section if required; • Maintains a logbook with records of safety-related incidents, Briefs and update the CSO/DCSO/SSS, make recommendations for improvement • Performs other duties as required.
