Org. Setting and Reporting This position is located in the Security Investigation Unit (SIU) within the Security Section, in the United Nations Interim Force in Lebanon (UNIFIL), Naqoura. The incumbent will work under the supervision of Head of SIU and report to the CSO.

Responsibilities The incumbent will perform the following duties:

  • Assists the CSO/CSA/SA and Head of SIU in conducting investigations and inquiries into violation of security matters, illegal activities, accidents/incidents, complaints and allegations of misconduct (including but not limited to allegations of serious misconduct) in which UN personnel, project personnel or eligible dependents may be involved or implicated;
  • Assesses the nature of reported complaints, establishing the components of relevant offences, proof required and prepares comprehensive written investigation reports in a timely manner;
  • Implements relevant administrative instructions, policies, rules and regulations, attends the scene of incidents/accidents and examines the clues that would assist in the investigation process; in the performance of above-mentioned duties maintains liaison as required with local authorities who would make investigation tasks bear good results;
  • Maintains and updates office investigations database and other office records for ease of reference as necessary.
  • Drafts and updates security contingency plans for a security unit;
  • Monitors prevailing local security conditions and trends and advises UN personnel, project personnel and eligible dependents on security issues;
  • Serves as a member of the Security Cell, contributing to implementation and evaluation of the security plan;
  • Monitors air, land and sea emergency evacuation capability; conducts evacuation exercises;
  • Assists in the evaluation accessible areas, maintains tracking systems and assists in the coordination of a 24-hour Emergency Response System;
  • Contributes to security risk assessments for the area of operations;
  • Monitors, conducts or coordinates security operations;
  • Maintains continuing lines of communication with security focal points and other UN or non-UN stake holders;
  • Assists senior Officers in briefing to the CSA/CSO/SA/Security Coordination Officer or Deputy CSA/CSO on the status, activity and requirements of the unit;
  • Ensures that fire prevention devices and fire-fighting equipment are available on the premises; Maintains fire evacuation plan and conducts fire drills and training as necessary;
  • Conducts routine physical security inspections of facilities;
  • Provides advice and training to UN personnel and eligible dependents on security matters, as assigned;
  • Assists in planning of protective services for Senior UN Officials, as necessary;
  • Prepares Statements of Requirement and provides technical specifications for the procurement of section security equipment;
  • Monitors Security equipment and ensures minimum equipment requirements are purchased, maintained and deployed in accordance with relevant policy;
  • Sets up and manages a warden system according to policy;
  • Acts as Duty Officer within the Security Section, if needed;
  • Performs other duties as required.

    Education High school diploma or equivalent technical or vocational certificate is required.

    Work Experience A minimum of six (6) years of progressively responsible experience in the military, police, security management or analysis with a military, police or international security management organization is required. Two years’ experience and exposure at the international level is required. At least one year of experience in a conflict and post conflict environment is required. At least one year of experience in investigations is desirable. Experience in working on allegations of misconduct, including but not limited to allegations of serious misconduct cases is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. Fluency in English, (both oral and written) is required; knowledge of French and/or Arabic is desirable.

Other Skills and Requirements OIOS training to be able to investigate Category I cases is desirable.

Relevant investigations training in UN, police or military, preferably in serious misconduct cases is desirable.
