Org. Setting and Reporting This post is located within the United Nations Assistance Mission for Iraq, Baghdad . The Security Officer FS-5 reports to the Principal Security Advisor on all security administration and operation related matters.

Responsibilities Within delegated authority, the Security Officer, FS-5, may be responsible for the following duties: •Assists the PSA in the office management procedures and/or supervises a Security Unit, as needed; •Develops and monitors the implementation of security contingency plans for a security unit; •Assesses prevailing local security conditions, identifying security trends and advising UN personnel, project personnel and eligible dependents on security issues; •Serves as a member of the Security Cell, contributing to implementation and evaluation of the security plan; •Evaluates air, land and sea emergency evacuation capability; conducts evacuation exercises and recommends appropriate action; •Determines accessible areas, maintains tracking systems and coordinates a 24-hour Emergency Response System; •Identifies gaps in existing capability and makes recommendation for amendment where necessary; •Contributes to the planning process of protective services for Senior UN Officials, as necessary; •Sets up and manages a warden system according to policy; •Maintain a line of communication with SMT members, Heads of Sections, AFP Security Focal Points, UNGU Component and local security counterparts to ensure proper coordination and follow-up actions on decisions. •Provide inputs in the preparation, review, update and facilitate the successful implementation of the Mission Security Risk Assessment, Security Plan and other security documents to include mandatory security returns to NYHQ such as, Danger Pay Justification, Facilities safety and Security Surveys, and ICSC Annual Reviews. •Monitors the implementation of security recommendations and decisions made by SMT, NYHQ Assessment Teams, security and safety audits and Board of Inquiry recommendations for the Security Section and prepare progress reports. •Work closely with the Missions Planning Unit, Office of the Resident Auditors and Budget Section to provide inputs for the RBB process, annual audit of safety and security and Annual Performance Report and Budget Estimates respectively. •Attend meetings such as the SMT, Security Cell, take record of such meetings and prepare minutes. •Manage the day-to-day functioning of the Office of the PSA, including the drafting and preparation of official documents, (code cables, briefing notes for the DO, note to file, talking points) plan and organize meetings between the PSA and Mission leadership as well as AFP's, INGOs and local security counterparts. •Facilitate high level visits and regular coordination with DSS on administrative matters relating to security issues. •Perform any other duties as tasked.

Education High school diploma or equivalent is required. UN DSS certification in any of the following is desirable: Security Certification Program, Security Analysis Practice and Process, WSAT.

Work Experience- A minimum of eight (8) years of progressively responsible experience in the military, police or international security management organization is required. - Experience in managing the day-to functioning of the Office of the PSA, including the drafting and preparation of official documents, (code cables, briefing notes, note to file, talking points) is required. - Experience in monitoring the implementation of recommendations and decisions made by SMT, Assessment Teams, Audit, Board of Inquiry recommendations and preparation of progress reports is required. - Experience in regular coordination with UNDSS HQ on security administrative matters is desirable. - Experience of working in middle east or similar security dynamics and terrain is desirable. - Experience in coordinating, planning and organizing meetings between the PSA and Mission leadership as well as AFPs, INGOs and local security counterparts is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
