Org. Setting and Reporting

The United Nations Integrated Office in Haiti (BINUH) was established by Security Council resolution 2476 and is mandated to promote and strengthen political stability and good governance in Haiti, including the rule of law, preserving, and advancing a peaceful and stable environment, supporting an inclusive inter-Haitian national dialogue, and protecting and promoting human rights. This position is within the Security Section, BINUH. The incumbent will be based in Port-au-Prince, Haiti and will report to the Chief Security Officer (CSO) on all security operational and administrative aspect of BINUH.

Responsibilities

Within limits of delegated authority, the Security Officer will be responsible for the following duties:

• Under the overall direction of the CSO implements security office management procedures and supervises a Security unit at the duty station; • Strategizes and develops effective security and contingency plans for a security unit and its operations; • Conducts assessment of prevailing local security conditions, identifying security trends and advising UN personnel, project personnel and eligible dependents on security issues; • Serves as a member of the Security Cell, implements and evaluates the security plan; • Evaluates air, land and sea emergency evacuation capability; assists in the supervision of evacuation exercises and recommends appropriate action; • Determines accessible areas, maintains tracking systems and coordinates a 24-hour Emergency Response System; • Analyses the level of security risk for the area of operations. • Monitors, conducts or coordinates security operations; • Maintains continuing lines of communication with security focal points and other UN or non-UN stake holders; • Briefs the CSO on the status, activity and requirements of the unit; • Conducts physical security inspections of facilities; • Assumes responsibility for guard force management; Monitors and evaluates office physical security measures, and conducts security surveys of installations and facilities; implements security arrangements; • Provides advice and training to UN personnel and eligible dependents on security matters; • Identifies the training needs of security and mission’s staff; • Supervises the investigation of security-related incidents involving UN personnel, project personnel or eligible dependents; • Identifies gaps in existing capability and recommends amendment accordingly; • Participates in the planning process of protective services for Senior UN Officials, as necessary; • Conduct patrols to check security conditions at all facilities of UNSMS organizations in Port-au-Prince and report all incidents to the Security Operations Centre (SOC). • Provides initial support and intervention in the event of civil disturbances such as demonstrations outside facilities of UNSMS organizations. • Extract and escort staff stranded at offices of UNSMS organizations during periods of widespread violent civil unrest. •Provides advice and training to UN personnel on security matters, as assigned. • Provides initial security support and intervention to all incidents/accidents such as armed robbery, road traffic accidents and other forms of emergencies affecting UNSMS personnel. •Monitors air, land, and sea emergency evacuation capability; conducts evacuation exercises. •Ensure that an efficient filing, storage, retrieval, and secure system for documents is maintained electronically and with a manual backup. • Supervises the issuance of identity cards, background checks and entry controls, as appropriate. • Performs other duties as required.

Education

High school diploma or equivalent technical or vocational certificate is required.

Job - Specific Qualification

UNDSS certification in the following area: Security Certification Program (SCP), Security Analysis Practice and Process (SAPP), Hostage Incident Management (HIM). UNDSS TDT certification with experience delivering training to UNSMS personnel, Firearms Training Instructor/Firearms Training Officer certification (FTI/FTO), Mass Casualty Incident Training is desirable.

Work Experience

A minimum of ten (10) years’ experience with high school diploma or equivalent technical or vocational certificate (five years’ experience with a first level university degree) of progressively responsible experience in security operations, or similar within a military, police or security management is required.

At least at least two years’ experience and exposure at the international level and at least one year of experience in a conflict and post-conflict environment is desirable.

Specialized experience in security risk assessments, security planning, security operations, standard operating procedures, physical security, coordination with local authorities and law enforcement agencies, hostage incident management, security administration, security in a post-conflict environment is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required and knowledge of French is desirable.

Assessment

Special Notice

Appointment or assignment against this position is for an initial period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
