Org. Setting and Reporting This position is within the UNDSS/DHSSS/ Security and Safety Section (SSS) of ECLAC . Under the overall command of the Chief of Section, the Security Lieutenant reports to the Chief of Security Coordination Unit ( SSS Senior Security Inspector ). It is required to perform armed security functions. Duties are normally performed in UN DHSSS uniform, however, at times the Security Lieutenant may be required to perform duties in civilian clothes.

Responsibilities Under the overall supervision of the Chief of the Safety and Security Services, the Security Lieutenant will be responsible for the following duties:

  • Organizes and manages the activities and operations of the Unit.
  • Inspects line-ups of officers to ensure that they are properly attired and equipped, as well as knowledgeable of the daily security requirements.
  • Assigns officers to areas and maintains contact with supervisory personnel and officers.
  • Directly supervises Unit personnel.
  • Ensures that all posts are properly and effectively manned.
  • Assures the proper maintenance of all relevant equipment and records.
  • Prepares and reviews incident reports of the Unit; guarantees that all incidents and complaints reported are effectively addressed.
  • Reviews all meeting and special event schedules to determine staffing requirements.
  • Recommends inter-unit redeployments to resolve temporary personnel shortages.
  • Assumes command of emergency or heightened security situations until properly relieved.
  • Reviews security arrangements and staffing resources on a continuous basis and makes recommendations to the Security Inspector for improvements in the procedures or more effective deployment of staff.
  • Carries out patrols to monitor performance of officers under command and to inspect uniforms, equipment and general appearance of subordinates.
  • Replaces Senior Security Inspector as required.
  • Performs all other related duties as required.

    Education High school diploma or equivalent is required. Additional security or military training is required. Having passed the United Nations Security Officer Test (SOT) is required.

NOTE: For positions in the General Service category, candidates are required to clearly indicate in their PHPs relevant information confirming completion of High School.

Work Experience At least seven years of experience in all areas of the security operation within the UN Security Service are required Experience on Safety and Security operations (Military/police or other security field's experience/background) and, a minimum of two years prior experience at a supervisory level is required Experience in the area of risk/threat analysis is desirable Experience in any of the following areas: investigation; physical security; personal protection; strategic and operational planning; fire prevention and suppression; emergency medical and hazardous material response; video imaging badge systems and methods of instruction is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, advanced knowledge of Spanish and intermediate knowledge of English is required.

NOTE: ‘’Advanced knowledge’’ equals a rating of ‘’fluent’’ in all four areas (speak, read, write, and understand) and ‘’intermediate knowledge’’ equals a rating of ‘’confident’’ in two of the four areas.
