Org. Setting and Reporting This position is located within the Integrated Security Section of the United Nations Support Mission in Libya.The position is based in Tripoli, Libya (Tripoli is classified as a Hardship "E" duty station and a non-family duty station). The incumbent will be under the overall supervision of the Chief Security Adviser (CSA).

On 30 September 2021, the Security Council renewed the mandate of United Nations Support Mission in Libya (UNSMIL) until 31 January 2022, through resolution 2599 (2021). The Security Council has tasked UNSMIL, as an integrated special political Mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organization of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilize post-conflict zones, including those liberated from Da’esh. The Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities Within the limits of delegated authority, the Security Investigation Officer will perform the following duties:

- Undertakes either personally or jointly with other investigators, investigation tasks and inquiries into violation of security matters, illegal, activities accidents/incident, complaints and allegations of misconduct, and prepares investigation reports. - Assesses the nature of reported complaints, establishes the ingredients of the relevant offences, proofs required and prepares comprehensive written investigation reports in a timely manner consistent to such reported complaints; - Has the ability to interpret and apply any Administrative Instructions, Policies, Rules and Regulations that go into circulation from time to time as guidance for staff members; - Visits the scene of incidents/accidents and examines clues that would assist in the investigations process; in the performance of the above-mentioned duties maintains liaison, as required, with local police and other national authorities or other agents in the field operation area who would make investigations tasks bear good results. - Performs random checks on field operations vehicles as a deterrent measure for abuses; maintaining and updating the office investigations database and other office records for ease of reference as necessary. - Functions as the Standby Investigations Duty Officer when placed on periodic roster to do so, conducting Security Surveys for office premises and facilities and prepare comprehensive security information that produce background papers relating to the security threats and safety of mission staff members and property. - Performs any other assignments as required and detailed by the Chief Security Adviser and/or his/her delegate.

Education High school diploma or equivalent technical or vocational certificate is required; formal qualifications and/or certificates in investigations obtained through service with military, police, security, other governmental or international agencies and organizations or private enterprise investigative firms are desirable.

Work Experience A minimum of ten (10) years of progressively responsible experience in investigatory work with the United Nations Security System, military, police or other similar international organizations is required. The minimum number of years of relevant experience is reduced to five (5) years for candidates who possess a first level University Degree.

A minimum of two (2) years of investigation experience in a conflict, post conflict or a volatile environment is required.

Experience in professional investigation work with three (3) years of experience in investigation management is required.

Relevant experience with UN system policies, rules and regulations and procedures is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
