Org. Setting and Reporting UNTSO was the first peacekeeping operation established by the Security Council, in its resolution 50 (1949), and continues to represent the commitment of the Council to assist in the implementation of the 1949 Armistice Agreements and their attendant ceasefires. In its resolution 73 (1949), the Council requested the Secretary-General to arrange for the continued service of such UNTSO personnel as might be required in observing and maintaining the ceasefire, as requested by the Council in its resolution 54 (1948), and as might be necessary in assisting the parties to the Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. Its mandate derives from Security Council resolutions and decisions, including foundational resolutions 50 (1949), 54 (1948), and 73 (1949). UNTSO ’s activities are spread over Egypt, Israel, Jordan, Lebanon and the Syrian Arab Republic to maintain the regional liaison architecture established under the Armistice Agreements.

This position is located in the United Nations Truce Supervision Organization (UNTSO), Jerusalem. Under the overall supervision of the Chief Security Officer (CSO) the Security Information Analyst, FS-4, reports to the Chief, Security Information and Operation Center (SIOC), on all assigned tasks.

Responsibilities Under the general direction of the Chief Security Officer (CSO) and the direct supervision of Chief Security Information and Operations Center (SIOC), the incumbent is responsible for the following duties:

•Advises the CSO /DCSO/C SIOC on threats affecting the Truce Supervision Organization Staff and Operations.

•Assists in identification and coordination of security information requirements, collection, collation and dissemination of security threat information to security personnel, UN Military Observers (UNMOs) and Area Security Personnel.

•Analyzes security information, contributes to identification of the trends of threats and security incidents affecting UNTSO personnel, assets and operations at the mission's headquarters and regional offices

  • Contributes to trend analysis, collects information on factors of UNTSO area/s of vulnerability, and participates in determination of the relevance and validity of security information and the reliability of information resources.

  • Assists the CSO /DCSO/CSIOC in the development of security risk assessments within the five (5) countries of UNTSO Area of Operations (AOR), regional offices, or in preparation of rapid, threat and risk assessments.

•Contributes to the development of corresponding security advisories and recommendations on security operating procedures.

•Participates in the development of the country-wide or regional security risk analysis, briefing materials and presentation to CSO /DCSO/CSIOC Security Cell, Mission Leader Team (MLT) Head of Mission/Chief of Staff (HoM/CoS), on security matters.

•Participates in research on specific threat factors and supports the Crisis Management Team (CMT) in response to specific security incidents.

Produces quarterly Country Briefing Notes (CBN) reports for the Peacekeeping Operations Support Section (POSS) Desk Officer

•Maintains effective communication channels with security authorities, Agency Security Focal Point, local police and other interlocutors.

•Drafts and coordinates timely dissemination of security threat information to mission leadership and personnel.

•Conducts bi- annual visits to regional offices and duty stations.

•Attends Security cell meetings as required.

•Prepares reports as required on analysis of security incidents affecting United Nations system personnel, assets and operations.

•Produces assessments for the HoM/CoS Regional Liaison Visits as required.

•Produces Periodical Reports and weekly Risk Assessments.

•Produces ad-Hoc Assessments as required.

•Acts as duty officer in CMT during crisis situation.

•Contribute to the 24/7 operations of SIOC.

•Performs the functions of Security Officer; and any other duties as assigned by the Chief Security officer (CSO or his/her delegate.

Competencies Professionalism: Excellent knowledge of the security risk management system (SRM) and other security policies, combined with a solid background of military, police or other security specialization (UN security); good technical skills to understand and consolidate varying specializations in the use of sophisticated UN equipment located in the security operations center (SOC). Skilled in presenting security briefs using complex charts and graphs. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages. Is conversant with the functions of the Situational Awareness and Geospatial Enterprise tool (SAGE). Has strong oral and written communication skills. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education High school diploma or equivalent technical or vocational certificate is required. Certification in the UNDSS Security Analysis Process and Practice (SAPP) is desirable. UNDSS certification in any of the following is desirable: Security Certification Program, Hostage Incident Management, Close Protection Officers course, or Security Investigation.

Work Experience Six years (6) years of progressively responsible experience in the military, police, information management or security management is required.

Five (5) years of progressively responsible experience in information management or analysis, with a military, police, international management, or international/ security management or organization is required.

One (1) year of experience in a conflict or post conflict environment is required.

Experience in Security Information and Operations Center (SIOC) is desirable.

Experience in conducting statistical analysis to identify trends and security incident patterns is desirable.

UN certificate in Security Analysis Process and Practice (SAPP) is desirable.

Languages English and French are the working languages of the UN Secretariat. For the position advertised, fluency in English is required.
