The HSST is a donor funded project established to enhance security collaboration between organizations of the United Nations Security Management System (UNSMS) and International non-Governmental organizations (INGOs) and International Organizations (IOs) on common security concern under Saving Lives Together (SLT) Framework for safe delivery humanitarian and development assistance in Sudan. The Security Information Analyst reports to the HSST Project Lead within Sudan. The post is currently located in Port Sudan, Sudan. The duty station may be subject to change, as the operational situation in the country evolves. The entire Sudan has been temporarily designated by the International Civil Service Commission as an "E" hardship and a nonfamily duty station. Pending issuance of the Sudanese visa, the incumbent may be initially based in Nairobi, Kenya. The post requires travel within Sudan and potentially to Chad and South Sudan, in support of UNDSS cross-border operations into the Darfur region of Sudan

Responsibilities

Within limits of delegated authority, and under the general supervision of the Chief Security Adviser (CSA), the Security Information Analyst at P-3 level is responsible for the management of information relevant to security, including collection, collation, analysis and dissemination, to the production of security risk management advice to the Designated Official. The Security Information Analyst will maintain security information awareness of all aspects which could potentially affect the safety and security of the UN, including up-to-date knowledge of events relating to the security environment through monitoring of security incidents, daily situation reports, local media and other open sources, and the cultivation of an information gathering and sharing network in accordance with policy and guidelines. Within delegated authority, the Security Information Analyst may be responsible for the following duties: • Contributes to the provision of advice produced by the Chief of Security Information and Operation Centre (SIOC) or a similar entity on threats affecting the United Nations; • Evaluates and coordinates security information requirements, collection, collation and dissemination of security threat information to the CSA; • Analyzes security information, identifies trends of threats and security incidents affecting United Nations system personnel, assets and operations in specific countries; • Conducts trend analysis, gathers comprehensive information on all factors of insecurity, assesses the relevance and validity of security information and the reliability of information resources; • Assists the SIOC, Area Security Advisers and the CSA in the development of specific security risk assessments for UN programmes and activities in Sudan, or in preparation of rapid threat and risk assessments; • Contributes to the development of corresponding security advisories and recommendations on security operating procedures; • Provides country-wide security risk analysis, briefing materials and presentations to the CSA and others at the discretion of the CSA; • Conducts and coordinates research on specific threat factors, support activities of the Crisis Coordination Center in response to specific security incidents; • Maintains effective communication channels with security authorities of host countries and other interlocutors; • Drafts and coordinates timely dissemination of security threat information for SIOC; • Drafts reports on analyses of security incidents affecting United Nations system personnel, assets and operations; • Supervises and guides the activities of the Security Information Analysts (if available) in the SIOC as well as any national staff assigned to the information cell; • Performs other duties as directed by the CSA.

Education

An advanced university degree (Masters degree or equivalent such as a senior command and staff qualification) in security management, information management or business administration, political/social science or international relations with focus on security information management. A first-level university degree in combination with two additional years of qualifying experience in military, police or security information management may be accepted in lieu of the advanced university degree. A diploma from a national police or military academy resulting in an appointment as a commissioned officer in combination with two additional years of qualifying experience in military, police or security management at the rank of commissioned officer (i.e. Lieutenant / Inspector or equivalent) maybe accepted in lieu of a first level university degree.

Work Experience

A minimum of five years of progressively responsible experience in security information analysis with a military, police, state, civilian information management or security management organization is required. Experience in developing political, security, and regional analysis and presentation is required. At least two (02) years of experience working within the UN, or similar international or non-governmental organization is required. At least one (01) year of experience in a conflict or post- conflict environment in the last five years is desirable. Experience in providing analytical support to or in a field operation of an international organization or non-governmental organization is desirable. Experience in substantive engagement, information-sharing and/or coordination liaison with UN or similar international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (written and oral) is required. Knowledge of Arabic is desirable. Knowledge of another official United Nations language is desirable. Note: Fluency equals a rating of "fluent" in all four areas (speak, read, write and understand). Knowledge of equals a rating of "confident" or "fluent" in at least two of the four areas.
