Org. Setting and Reporting

The Department of Safety and Security (UNDSS) is responsible for leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions. This position is located in the Emergency Response Unit (ERU), Division of Field Operations (DFO) in the United Nations Department of Safety and Security (UNDSS) in New York. The Security Information Analyst will provide full analytical support to the ERU. The incumbent will report to the Head of the ERU and will be required to extensively travel to the field to support UNDSS response to escalating or sudden onset emergencies. Responsibilities

Within limits of delegated authority, and under the general supervision of the Head of ERU, the Security Information Analyst is responsible for the management of information relevant to security, including collection, collation, analysis and dissemination, to be used as a decision-making and planning tool to enhance the safety and security of UN personnel, assets and operations in the country, in particular during escalating or sudden onset emergencies. The Security Information Analyst will maintain security information awareness of all aspects which could potentially affect the safety and security of the UN, including up-to-date knowledge of events relating to the security environment through monitoring of security incidents, daily situation reports, local media and other open sources, and the cultivation of an information gathering and sharing network in accordance with policy and guidelines. Specific responsibilities • Contributes to the provision of advice to the Head of ERU on threats affecting the United Nations ; • Evaluates and coordinates security information requirements, collection, collation and dissemination of security threat information to the Head of the Emergency Response Unit and to the CSA/CSO/SA, Designated Officials and Security Management Teams. • Analyzes security information, identifies trends of threats and security incidents affecting United Nations system personnel, assets and operations in the affected country/ies; • Conducts trend analysis, gathers comprehensive information on all factors of insecurity, assesses the relevance and validity of security information and the reliability of information resources. • Contributes the development of response planning using UN foresight and early warning data to anticipate significant changes to security environments or likely escalated UN response. • In close coordination with relevant UNDSS units, contributes to the development of scenarios that would necessitate an emergency response. • Contributes to the development of security risk analysis, briefing materials and presentations on security matters to the Head of ERU for countries verging on instability. • Contributes to the UN/ humanitarian analysis to allow the UN system to shift and adapt ongoing response in real-time. • Contributes to conflict-sensitive and evidence-based analysis to inform UNDSS decision-making about programming and staff security, taking into account new and evolving context. • Assists the CSA/CSO/SA or equivalent on the ground in the development of specific security risk assessments for individual UN programmes and activities in preparation of rapid threat and risk assessments to support continuation of programme delivery despite insecurity. • Contributes to the development of corresponding security advisories and recommendations on security operating procedures. • Provides country-wide security risk analysis, briefing materials and presentations to the CSA/CSO/SA, Designated Officials and Security Management Teams on security matters. • Conducts and coordinates research on specific threat factors, support activities of the of the Emergency Response Unit and UNDSS crisis management structures; • Establishes and maintains effective communication channels with a range of interlocutors; • Drafts and coordinates timely dissemination of security threat information to field leadership and security personnel. • Drafts reports on analyses of security incidents affecting United Nations system personnel, assets and operations. • Contributes to the development of regional threat assessments in coordination with Chief Security Adviser or equivalent in neighboring countries. • Performs other duties as directed by the Head of ERU.

Education

An advanced university degree (Masters degree or equivalent) in security management, information management or business administration, political/social science or international relations. A first-level university degree in combination with two additional years of qualifying experience in security management, information management or business administration, political/social science or international relations may be accepted in lieu of the advanced university degree. A certificate in Security Analysis Process and Practice (SAPP) is an asset (and will be expected for future advancement in this field).

Work Experience

A minimum of five years with advanced university degree (seven years with a first-level university degree) of progressively responsible experience in information and/or risk analysis, political or international affairs or related field is required. At least two years of experience working within the UN or similar international organization or nongovernmental organization at the international level is required. Experience in political, security and regional analysis is required. Experience in a conflict, post conflict or natural disaster setting in the last five years is desirable. Experience providing analytical support to or in a field operation of an international organization is desirable. Experience in using applied analytics, business intelligence, and information management to support decisions, strategies and execution is desirable. Experience in substantive engagement and/or coordination and liaison with UN or similar international organization, is desirable. Experience in contributing to the response in a crisis or emergency situation in the UN or similar international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required. Knowledge of another United Nations official language is desirable. NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of" equals a rating of ''confident'' in two of the four areas.
