Org. Setting and Reporting

This position is located in the Office of the High Commissioner for Human Rights (OHCHR), Safety and Security Section in Geneva, Switzerland. The Security Information Analyst at P-3 level reports to the Head of Security Information and Operations Centre on all security information analysis under the overall supervision of OHCHR Senior Security Manager.

Responsibilities

Within limits of delegated authority, and under the general supervision of the Head of Security Information and Operation Centre (SIOC), the Security Information Analyst is responsible for the management of information relevant to security, including collection, collation, analysis and dissemination, to be used as a decision making and planning tool by the OHCHR leadership. The Security Information Analyst will maintain security information awareness of all aspects which could potentially affect the safety and security of the OHCHR personnel, including up-to-date knowledge of events relating to the security environment through monitoring of security incidents, daily situation reports, local media and other open sources, and the cultivation of an information gathering and sharing network in accordance with policy and guidelines. Specific responsibilities: • Contributes to the provision of advice to OHCHR Senior Security Manager and the Head of Security Information and Operation Centre; • Evaluates and coordinates security information requirements, collection, collation and dissemination of security threat information to Head of SIOC and OHCHR leadership. • Analyzes security information, identifies trends of threats and security incidents affecting OHCHR personnel, assets and operations; • Conducts trend analysis, gathers comprehensive information on all factors of insecurity, assesses the relevance and validity of security information and the reliability of information resources; • Assists OHCHR Security Officers in the development of specific security risk assessments for individual UN programs and activities in countries and regions, or in preparation of rapid threat and risk assessments; • Contributes to the development of corresponding security advisories and recommendations on security operating procedures; • Provides security risk analysis, briefing materials and presentations to the Head of SIOC, OHCHR leadership on security matters; • Conducts and coordinates research on specific threat factors, support activities of OHCHR security personnel in response to specific security incidents; • Maintains effective communication channels with UN DSS and other actors of UN Security Management system. • Drafts and coordinates timely dissemination of security threat information to OHCHR leadership, Security Personnel; • Support preparation of reports on analyses of security incidents affecting OHCHR system personnel, assets and operations; • Contributes to the development of regional threat assessments in coordination with OHCHR Regional and Country Security officers; • Performs other duties as directed by the Senior Security Manager, or equivalent.

Education

• An advanced university degree (Masters degree or equivalent such as a senior command and staff qualification) in security management, information management or business administration, political/social science or international relations with focus on security information management. • A first-level university degree in combination with two additional years of qualifying experience in military, police or security information management may be accepted in lieu of the advanced university degree. • A diploma from a national police or military academy resulting in an appointment as a commissioned officer in combination with two additional years of qualifying experience in military, police or security management at the rank of commissioned officer (i.e. Lieutenant / Inspector or equivalent) maybe accepted in lieu of a first level university degree.

Work Experience

A minimum of five years of progressively responsible experience in security information analysis with a military, police, state, civilian information management or security management organization is required. At least two years experience and exposure at the international level is required. At least one year of experience in a conflict or post conflict environment is required. Experience with the Security Management System of the United Nations or similar organizations is desirable. Experience working with security analytical bodies at the United Nations, in government entities or similar organizations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English and knowledge of French are required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
