Org. Setting and Reporting The United Nations Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the security programs and activities of the United Nations System in Afghanistan.

The incumbent will work under the guidance of the Principal Security Adviser (PSA) and the Chief Security Officer (CSO).

The position is UNAMA funded and located in the Integrated Security Workforce (ISW), Afghanistan. Position is based in Security Information and Operations Center (SIOC), ISW. The incumbent will be based in Kabul and will report through the Chief, SIOC to the PSA/CSO.

Responsibilities Within delegated authority, the Security Information Analyst (SIA) may be responsible for the following duties: •Advises and provides guidance to the Principal Security Adviser/Chief Security Officer (PSA/CSO) through the Chief, SIOC with regards to Country specific threats, in support of the SIOC’s focus on country-specific operations; - Identifies and coordinates security information requirements, collection, collation and dissemination of security threat information to PSA/CSO, Designated Officials and the Security Management Team (SMT). - Prepares briefing materials such as periodic security threat information alerts, notices, warnings, and advisories on security threats for the UN Designated Official (DO) and Security Management Team (SMT); - Participates in development of procedures for security operations, contributing with preparation and review of security-related briefs for UN and other key decision makers related to current/significant events in various areas.

•Contributes in preparation of security plans for Afghanistan or any of the regions within the Country by conducting country-specific threat and risk assessments for the UN encompassing: a. Analyses trends of security incidents affecting the organizations of the UN System. b. Identifies, through field research of threat actors, the operating environment of the UN in liaison with host governments' security interlocutors.

  • Develops security information requirements for the whole of Afghanistan or any of the regions within the Country.

  • Develops security risk assessments and providing guidance to the FSCOs in the field.

  • Develops strategic assessments on trends of security threats in Afghanistan for dissemination to Area Security Coordinator and/or security focal points and/or agencies of the United Nations Security Management System (UNSMS) in the Country;

  • Prepares early warning reports and indicators on security threats, as a planning tool for DSS Senior Management in Afghanistan;

  • Establishes and maintains dialog with local authorities and international institutions such as Red Cross/Red Crescent for coordination of efforts in the event of natural disasters.

  • Maintains continuing awareness of prevailing security conditions for region of coverage, developing technical knowledge and awareness of security threat environments, identifying probable threats by preparation of profiles of threat actors impacting the security environment in which the UN operates, and analyzing trends of security incidents affecting the United Nations, advising on potential impacts of threats on the relevant UN staff accordingly.

  • Ensures availability of strategic security threat information system to determine if system is functioning properly, ensuring information management systems are functional and in compliance with established Security Analysis Process and Practice Standards.

  • Prepares analytical reports on security incidents in both Kabul HQ and the regions.

  • Performs other analytical and research assignments and tasks as required by the PSA/CSO or the Chief SIOC.

Education Advanced university degree (Master’s degree or equivalent degree) in political, military or international relations or related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Completion of the Security Analysis Process and Practice Course (SAPP) is an added advantage.

Work Experience At least seven years of progressively responsible experience in applied military, police, or political predictive analysis is required. At least two years of international experience in a multilateral organization in the field of criminology or corporate security is required Experience in the analysis of either security, crime, political, or military trends is required. Experience in information or intelligence analysis and in the preparation of analytical statistical reports is required. Experience in the preparation of analytical statistical reports is required. At least two years of international experience in a complex, post-conflict and high-risk duty station is desirable

Languages English and French are the working languages of the United Nations Secretariat. For this post fluency in English is required.
