Org. Setting and Reporting This position is funded by the United Nations Verification Mission in Colombia and is located within the UNDSS Integrated Security Workforce Colombia. The Security Information Analyst at P3 level reports directly to the Chief Security Adviser/Chief Security Officer (CSA/CSO). The Security Information Analyst (P3) manages and leads the Security Information and Operations Section which includes the Security Information Coordination Unit (SICU), the Plans and Liaison Unit (PLU), and the Security Operations Center (SOC).

Responsibilities Within limits of delegated authority, and under the general supervision of the CSA/CSO, the P3 SIA is responsible for the following:

The development of situational awareness and security information on known and anticipated threats and associated risks; the preparation of security advisories, alerts and warnings and their timely distribution to the United Nations Security Management System (UNSMS) in Colombia; the development of security analyses and assessments for mandated programmes and activities, and assistance in the development of mandatory security documents and reports; the development and evaluation of trends of security incidents at the duty station and lessons learned; timely reflection of the above in security standard operating procedures and in security assessments and plans; the determination of accessibility to areas prone to elevated threats and risks; the development and maintenance of staff tracking systems, security clearance procedures and emergency communications requirements; development and evaluation of security incident reports; the coordination of security operational issues and the maintenance of effective coordination with security officers of the UNSMS in Colombia; and the continuous support to the crisis management team at the duty station during crisis situations.

Specific responsibilities (These duties are generic and may not be performed by all Security Information Analysts): - Daily management of the Security Information and Operations Section (SIOC) and the units under this structure: SICU, PLU, and SOC; including the identification of priorities, development of work plans and operating procedures, and supervision of personnel. - Coordination of security analyses and assessments, the evaluation of the security operating environment, and keeping the Chief Security Adviser, the Designated Official and Members of the Security Management Team timely updated on latest security developments. - Contributes to the provision of advice to the CSA/CSOon threats affecting the United Nations; - Evaluates and coordinates security information requirements, collection, collation and dissemination of security threat information to CSA/CSO, and the Designated Official and Security Management Team through the CSA; - Analyzes security information, identifies trends of threats and security incidents affecting United Nations system personnel, assets and operations in Colombia; - Conducts trend analysis, gathers comprehensive information on all factors of insecurity, assesses the relevance and validity of security information and the reliability of information resources; - Assists Senior Officers though the CSA/CSO in the development of specific security risk assessments for individual UN programmes and activities in countries and regions, or in preparation of rapid threat and risk assessments; - Contributes to the development of corresponding security advisories and recommendations on security operating procedures; - Provides country-wide security risk analysis, briefing materials and presentations to CSA/CSO, and the Designated Official and Security Management Team as requested by the CSA on security matters; - Conducts and coordinates research on specific threat factors, support activities of the Crisis Management Team in response to specific security incidents; - Maintains effective communication channels with security authorities of host countries and other interlocutors at the CSA request; - Drafts reports on analyses of security incidents affecting United Nations system personnel, assets and operations; - Supervises and guides the activities of theSICU analysts and any other staff assigned under his/her responsibility;; - Performs other duties as directed by CSA/CSO; - Integrate a Gender perspective throughout all process of analysis and reporting according to UN Guidelines. - Ensures that all UNVMC policies are applied and followed thoroughly across all processes, including adherence to UNVMC code of conduct and ethics, and integrate a gender-sensitive approach in all functions. - Perform all other duties as assigned by the CSA/CSO

Education - An advanced university degree (Masters degree or equivalent such as a senior command and staff qualification) in security management, information management or business administration, political/social science or international relations with focus on security information management. - A first-level university degree in combination with two additional years of qualifying experience in military, police or security information management may be accepted in lieu of the advanced university degree. - A diploma from a national police or military academy resulting in an appointment as a commissioned officer in combination with two additional years of qualifying experience in military, police or security management at the rank of commissioned officer (i.e. Lieutenant / Inspector or equivalent) maybe accepted in lieu of a first level university degree. - Successfully certification in the UN DSS Security Analysis Process and Practice (SAPP) course is desirable (and will be expected for future advancement in this field).

Other: - UNDSS certification in any of the following is an asset: Security Certification Programme, Security Analysis Process and Practice, Hostage Incident Management, Close Protection Officers Course, Security Investigation.

Work Experience A minimum of five years with advanced university degree (seven years with a first-level university degree) of progressively responsible experience in security information analysis with a military, police, state, civilian information management or security management organization is required.

At least two years’ experience and exposure at the international level is required.

At least one year of experience in a conflict or post conflict environment is required.

Experience in Security Information and Operations Centre (SIOC), Security Information Coordination Unit (SICU), Joint Mission Analysis Centre, maintenance and coordination of priority information requirements, computerized data base and archives, mission-wide risk analysis; conduct of statistical analysis to identify trends and security incident patterns; assessment of conflict dynamics, GIS data basis management, military, or national intelligence, etc. are desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in oral and written in both English and Spanish is required.
