Org. Setting and Reporting The mandate of the Independent Investigative Mechanism for Myanmar was established by the Human Rights Council in its resolution 39/2, adopted on 27 September 2018. The creation of the Mechanism was welcomed by the General Assembly in its resolution 73/264, adopted on 22 December 2018. This position is located in Geneva, Switzerland, within the Administration Section. The Security Coordination Officer reports to the Senior Administration Officer. Responsibilities Within delegated authority the Security Coordination Officer will be responsible for the following duties: Advises the Head of IIMM with respect to all safety and security related matters and develops procedures in accordance with the provisions of the UN Security Management System for the safe conduct of IIMM operations in the country of assignment. Security response planning and communication: (1) Prepares security responses and communication with parties across all levels of IIMM to ensure safety and security of staff. (2) Maintains ongoing coordination with the Security and Safety Service (SSS), United Nations Office at Geneva (UNOG), Swiss authorities and other Geneva-based UN Agency heads of security to keep abreast of relevant security matters in the Geneva area. (3) In close collaboration with SSS UNOG, participates in and contributes to security planning at the IIMM to ensure the optimal protection of staff, visitors and assets. (4) In close collaboration with SSS UNOG, monitors fire safety equipment, verifies that fire evacuation arrangements are in place, and ensures that the warden system works effectively through the conduct of regularly scheduled fire drills. (5) Liaises with SSS UNOG to ensure that safety and security assessments of IIMM premises are conducted, and that recommendations regarding appropriate upgrades and other actions are undertaken through SSS UNOG. (6) Maintains up-to-date security reporting system, in particular incident reports and ensures the notification of appropriate staff members. Coordination of field security-related matters: (1) Conducts regular Security Risk Assessments of field activity and analysis of the security situation in locations where IIMM is or intends to operate and to enable appropriate security procedures with regard to safety of staff, in coordination with the United Nations Department for Safety and Security (UNDSS). (2) Oversees security aspects of IIMM activities in field operations and provides technical oversights, including liaison with field security officers/coordinators as required. (3) Prepares security guidelines and conducts briefings on country situations for IIMM staff in field missions. (4) Conducts staff briefings on security preparations and country situations prior to travel. (5) Accompanies staff members on deployment to the field as part of special activities such as monitoring missions and investigation missions, as required. (6) Maintains files on the evacuation and security plan of the offices where IIMM staff are deployed. Ensures all staff are aware of their responsibilities and preparations in the case of evacuation and/or relocation. (7) Liaises with the UNDSS and field security coordinators of other agencies for the purpose of exchanging information and facilitating greater staff security and safety for IIMM staff. Performs other duties, as assigned. Education Advanced university degree (Master’s degree or equivalent) in security management, business administration, political/social science, psychology, criminal justice, law, international relations or a related field. A first-level university degree in combination with two additional years of qualifying work experience in military, police or security management may be accepted in lieu of the advanced university degree. A first level of university degree may be substituted with a diploma and/or certification from a national police or military academy (for commissioned officers), which may be considered its equivalent, and in combination with two additional years of qualifying work experience in military, police or security management. Work Experience A minimum of 5 years of progressively responsible experience in the military, police or security management is required. Out of the five (5) years, at least three (3) years of progressively responsible experience in security operations management or control, within a military, police or security organization is required. At least 2 years of experience managing multiple and diverse military, police or security units operating in a conflict or post conflict environment is required. At least 2 years of experience and exposure at the international level is required. Experience in the area of international criminal law is desirable. Experience with security frameworks in the context of evidence collection work is desirable. Experience working within the UN Security Management System is desirable. Experience working on security issues in the South-East Asia region is desirable. Languages English and French are the working languages of the United Nations. For the post advertised fluency in oral and written English is required. Knowledge of another official UN language is desirable. Knowledge of Myanmar local languages is desirable Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
